Will the Minister of FOOD PROCESSING INDUSTRIES be pleased to state:
(a) the current status of post-harvest infrastructure developed including cold chains, pack
houses and agro-logistics hubs under Pradhan Mantri Kisan Sampada Yojana (PMKSY)
and other schemes in Uttar Pradesh including Bulandshahr district;
(b) the data on the additional storage capacity created since 2020, district-wise; and
(c) whether any evaluation has been conducted to assess the impact of these infrastructures
on price realisation for small and marginal farmers and if so, the details thereof?

(a) and (b): Ministry of Food Processing Industries (MoFPI) does not set up food processing
infrastructure on its own but provides financial assistance for setting up of food processing
infrastructure in the country under the “Pradhan Mantri Kisan SAMPADA Yojana (PMKSY)”
scheme. Under PMKSY standalone pack houses and cold storages are not supported. However,
cold storages for captive use under PMKSY and pack houses as part of the eligible project sub
component under the component scheme Operation Greens of PMKSY are supported.
Assistance is also provided for logistics such as mobile pre-cooling vans, reefer vehicle and
controlled temperature/ ventilated vehicle with or without raking under PMKSY. As on
31.07.2025, a total 97 projects have been sanctioned/approved in the state of Uttar Pradesh
under PMKSY, including 27 cold chain projects out of which 01 project is in Bulandshahar
district, 02 Agro-processing clusters and 04 projects under Operation Greens component
scheme. District-wise processing and preservation capacity created since 2020 for captive use
in the state of Uttar Pradesh under PMKSY is at Annexure.
(c) As per the Evaluation Study conducted and submitted to the Ministry by NABARD
Consultancy Services Pvt. Ltd. (NABCONS) in 2020 on “Impact of Units Implemented under
Scheme for Integrated Cold Chain and Value Addition Infrastructure assisted by Ministry of
Food Processing Industries (MoFPI)”, it was highlighted that due to interventions of the
Integrated Cold Chain and Value Addition Infrastructure Scheme of Ministry of Food
Processing Industries, while all sectors had shown some decrease in wastages, but Fruits &
Vegetables, Dairy and Fisheries sector had shown significant reduction in wastages thereby
helping in providing better returns to farmers including marginal farmers in the country. Under
component schemes of PMKSY till July 2025 a total of 1595 projects have been approved out
of which 1148 are operational, benefitting 34,81,484 farmers throughout the country.
