Parliament Question: Post-Harvest Losses, Food Processing Infrastructure and Farmers Income

GOVERNMENT OF INDIA MINISTRY OF FOOD PROCESSING INDUSTRIES LOK SABHA UNSTARRED QUESTION NO. 2012 ANSWERED ON 30TH JULY, 2026 POST-HARVEST LOSSES, FOOD PROCESSING INFRASTRUCTURE AND FARMERS INCOME 2012. DR. PRABHA MALLIKARJUN: Will the Minister of FOOD PROCESSING INDUSTRIES be pleased to state: (a) whether the Government has undertaken any assessment of post-harvest losses occurring across agricultural and horticultural commodities in the country and if so, the details thereof; (b) the details of cold chain facilities, food processing units, integrated pack houses, food parks and agro-processing infrastructure established during the last five, State-wise; (c) whether the Government has evaluated the impact of food processing infrastructure on farmers income, value addition, employment generation and reduction of wastage and if so, the details thereof; (d) the measures being taken to strengthen food processing ecosystems, reduce post- harvest losses and improve market access for farmers; and (e) whether any integrated food processing, cold-chain, Mega Food Park or agro- processing projects have been sanctioned in Karnataka, particularly in Davanagere district and if so, the details thereof? ANSWER THE MINISTER OF FOOD PROCESSING INDUSTRIES (SHRI CHIRAG PASWAN) (a): The Ministry of Food Processing Industries (MoFPI) estimates post-harvest losses from time to time for various agri-produces in the country through commissioning of studies based on primary surveys. Two studies were commissioned by the Ministry through (i) Indian Council of Agriculture Research (ICAR) -Central Institute of Post-Harvest Engineering & Technology (CIPHET), 2015 with reference year 2012-14 and (ii) NABARD Consultancy Service Pvt. Ltd (NABCONS), 2022 with reference year 2020-22. As per the reports of these studies, the estimated percentage of Harvest and Post-Harvest losses of various agricultural and horticulture produce covered in the studies is as follows: Post-harvest losses of major crops and commodities Crops/ Commodities Loss in Percentage As per ICAR-CIPHET As per NABCONS study Study (2015)* (2022)** Cereals 4.65 - 5.99 3.89-5.92 Pulses 6.36 - 8.41 5.65-6.74 Oil Seeds 3.08 - 9.96 2.87-7.51 Fruits 6.70-15.88 6.02-15.05Vegetables 4.58-12.44 4.87-11.61 Plantation Crops & 1.18-7.89 1.29-7.33 Spices Milk 0.92 0.87 Fisheries (Inland) 5.23 4.86 Fisheries (Marine) 10.52 8.76 Meat 2.71 2.34 Poultry 6.74 5.63 Egg 7.19 6.03 Source: *Report on Assessment of Quantitative Harvest and Post Harvest Losses of Major Crops and commodities in India, 2015. **NABCONS Study 2022 (b): Under the Central Sector umbrella scheme - Pradhan Mantri Kisan Sampada Yojana (PMKSY), MoFPI provides financial support in the form of grants-in-aid/ subsidy for setting up of food processing projects for creating both processing and preservation infrastructure facilities. Under the components schemes of PMKSY, the details of cold chain facilities, food processing units, food parks and agro-processing infrastructure established during the last five, state-wise is placed at Annexure-I. (c): MoFPI, from time to time, has assessed and has estimated the processing levels for selected commodities to determine the post-harvest losses, to evaluate the implementation and impact of its ongoing schemes in order to examine the overall status of food-processing sector in the country. However, so far, MoFPI has not undertaken any assessment specifically to identify the impact of food processing infrastructure on farmer income, value addition, employment generation and reduction of wastage. (d): MoFPI through implementation of various initiatives and schemes viz. Pradhan Mantri Kisan SAMPADA Yojana (PMKSY), Prime Minister Formalization of Micro Food Processing Enterprises (PMFME) and Production Linked Incentive Scheme for Food Processing Industries (PLISFPI) aims for the overall development of food processing sector across the country. MoFPI, through its schemes, provides grant-in-aid/incentives to the eligible entities including Farmer Producer Organizations (FPOs) and Micro, Small & Medium Enterprises (MSMEs) all over the country. These schemes aim towards creation of modern infrastructure with efficient supply chain management from farm gate to retail outlet. The schemes include storage, transportation, creation of market linkages etc. to help in reducing post-harvest losses and facilitating enhance farmer incomes and creating off-farm employment opportunities. Apart from MoFPI, Ministry of Agriculture and Farmers Welfare has launched the Agriculture Infrastructure Fund (AIF) Scheme in July 2020 under the Atmanirbhar Bharat package in order to improve post-harvest infrastructure and create community-farming assets. The AIF Scheme facilitates sanction of medium to long term loans by Banks and other lending institutions for the setting up of cold storage facilities, warehouses and processing units, aimed at reducing crop wastage, enhancing value addition and provide better returns to farmers. (e): The details of the projects sanctioned in Karnataka under the component schemes of PMKSY are placed in Annexure-II.
