Will the Minister of COMMUNICATIONS be pleased to state:
(a) the progress made so far under the scheme to open post office passport service centers in all Lok Sabha Constituencies along with the circle-wise number of centers currently operational;
(b) the total number of passport applications processed during the last three years along with the details of new services launched;
(c) whether the Government has made any assessment of the impact of this on the accessibility of passport services and if so, the details of the conclusions thereof;
(d) whether a post office passport service center has been established or proposed in Meerut Lok Sabha Constituency; and
(e) if so, the current status, number of applications processed along with the details of service coverage thereof? ANSWER MINISTER OF STATE FOR COMMUNICATIONS AND RURAL DEVELOPMENT (DR. PEMMASANI CHANDRA SEKHAR)
(a) As on date, 452 Post Office Passport Seva Kendras (POPSK) have been operationalized across 23 Circles. The list of number of operational POPSKs in each state /Circle is enclosed as Annexure I.
(b) Details of the number of Passport applications including Police Clearance Certificates
processed in the last three years are: 35,05,818 (2023), 32,38,811 (2024) and 39,59,325
(2025).
(c) Yes, Sir. The Ministry has undertaken periodic assessments to evaluate the impact of POPSK expansion on passport accessibility. The expansion of POPSKs has significantly improved access to passport services for citizens by reducing travel distance, time and associated costs. POPSKs have substantially enhanced last-mile connectivity, strengthened service accessibility, and made passport services more inclusive, affordable, and citizen-centric across the country.
(d) Yes, Sir. POPSK Meerut Cant HO has been functioning since 23.02.2018.
(e) Since inception, 77,193 passport applications and 1,648 police clearance certificates have been processed at POPSK Meerut Cant HO till 28.02.2026.
