Parliament Question: Power Supply Situation in Hazaribagh

GOVERNMENT OF INDIA MINISTRY OF POWER LOK SABHA UNSTARRED QUESTION NO.1992 ANSWERED ON 30.07.2026 POWER SUPPLY SITUATION IN HAZARIBAGH 1992. SHRI MANISH JAISWAL: Will the Minister of POWER be pleased to state: (a) whether the Government has conducted any assessment of the power supply situation in the Hazaribagh Lok Sabha Constituency of Jharkhand during the last three years and if so, the details thereof; (b) the details of electrification works including strengthening of transmission and distribution infrastructure, undertaken in Hazaribagh during the said period, village-wise and urban area-wise; (c) whether there are any pending proposals for new substations, transmission lines, feeder separation or modernization of the electricity distribution network in the constituency and if so, the details thereof along with the expected timeline for completion; and (d) the steps taken by the Government to ensure uninterrupted, affordable and quality power supply to domestic consumers, farmers, educational institutions, healthcare facilities and industries in the Hazaribagh Lok Sabha Constituency? A N S W E R THE MINISTER OF STATE IN THE MINISTRY OF POWER (SHRI SHRIPAD NAIK) (a) : The details of power supply position of State of Jharkhand (including Hazaribagh Lok Sabha constituency) during the last three years and current year 2026-27 (upto June, 2026) is given at Annexure-I. The overall power supply position has improved significantly in the State of Jharkhand with the gap between Energy Supplied and Energy Requirement having declined from 3.8% during FY 2023-24 to almost ‘Nil’ during the current year. (b) & (d) : Electricity being a concurrent subject, the supply and distribution of electricity to various areas / categories of consumers is the responsibility of the respective State Government / Power Utility. The Central Government supplements the efforts of the State Governments.In FY 2025-26, Damoder Valley Corporation (DVC) has commissioned one 33/11 KV e-House substation of 25 MVA to provide the power to 11 KV industrial & commercial consumers in the region of Hazaribagh. Further, DVC is planning the following works in their command area (in the region of Hazaribagh): (i) Capacity Augmentation at DVC, Hazaribagh by replacing one no. 50 MVA, 132/33KV transformer with 80MVA, 132/33KV transformer. (ii) Re-conductoring & uprating of 132KV D/C Barhi - Hazaribagh line with HTLS conductor. Government of India (GoI) has taken several initiatives to strengthen the distribution sector which are as given below: (i) Under, Revamped Distribution Sector Scheme (RDSS), launched in July 2021, projects worth Rs.4,326 Crore (858 Rs. Cr. for smart metering works and 3,468 Rs. Cr. for distribution infrastructure/loss-reduction works) have been sanctioned for the state of Jharkhand. The sanctioned works are expected to be completed by the sunset date of the scheme i.e. 31.03.2028. The details in respect of Lok Sabha constituency of Hazaribagh, is placed at Annexure-II. (ii) In addition to RDSS, other initiatives are as under: I. Additional Borrowing consent of 0.5% of Gross Sate Domestic Product (GSDP) to State Governments, which is conditional on them undertaking specific reforms in the power sector. II. Additional Prudential Norms for sanctioning of loans to State owned power utilities contingent on the performance of power distribution utilities against prescribed conditions. III. Rules for implementation of Fuel and Power Purchase Cost Adjustment (FPPCA) and cost reflective tariff so as to ensure that all prudent cost for supply of electricity is passed through. IV. Rules and Standard Operating Procedure issued for proper subsidy accounting and their timely payment.
