LATA WANKHEDE: Will the Minister of AGRICULTURE AND FARMERS WELFARE कृ िष एवं िकसान क(cid:670)ाण मं(cid:361)ी be pleased to state: (a) whether the Prime Minister-Dhan Dhaanya Krishi Yojana (PM-DDKY), approved in July 2025 to develop 100 Aspirational Agricultural Districts has been operationalised and if so, the current status of its implementation in the country, State/UT-wise; (b) whether the scheme seeks to enhance agricultural productivity, promote crop diversification and sustainable agricultural practices in districts identified on the basis of low productivity, low cropping intensity and limited credit disbursement; (c) whether PM-DDKY provides for augmentation of post-harvest storage infrastructure at the panchayat and block levels along with improvement of irrigation facilities; (d) whether the said scheme also aims to facilitate both long-term and short-term agricultural credit in the identified districts and if so, the details thereof, State-wise particularly in Bihar, Madhya Pradesh, Gujarat and Uttar Pradesh; and (e) whether implementation through convergence of 36 existing schemes across 11 Departments, along with State schemes and private partnerships is intended to ensure integrated development, if so, the details thereof? ANSWER MINISTER OF AGRICULTURE AND FARMERS WELFARE कृ िष एवं िकसान क(cid:670)ाण मं(cid:361)ी (SHRI SHIVRAJ SINGH CHOUHAN) (a) to (e): A Statement is laid on the Table of the House.STATEMENT IN RESPECT OF PARTS (a) to (e) OF THE LOK SABHA STARRED QUESTION NO. 241 DUE FOR ANSWER ON 10TH MARCH, 2026 REGARDING “PRADHAN MANTRI-DHAN DHAANYA KRISHI YOJANA” (a): The Prime Minister Dhan-Dhaanya Krishi Yojana (DDKY) was approved by the Union Cabinet on 16th July 2025 for 100 districts identified on the basis of low productivity, low cropping intensity and limited agricultural credit disbursement. State-wise list of DDKY districts is at Annexure-I. 96 districts have formulated their District Action Plans (DAPs) and initiated activities. State Government of West Bengal has not participated in the scheme, so the DAP of 4 districts of West Bengal has not been formulated. (b) & (c): Yes. The Scheme aims to enhance agricultural productivity, increase adoption of crop diversification and sustainable agricultural practices, augment post-harvest storage at the panchayat and block levels, improve irrigation facilities, and facilitate availability of long- term and short-term credit. (d) & (e): DAPs have been formulated and approved by the District Dhan-Dhaanya Krishi Yojana Samiti in consultation with relevant stakeholders. The plans converge 36 Central Schemes of 11 Departments, state schemes and mobilise private sector participation. The DAPs provide details of objective-wise, year-wise targets and interventions such as distribution of high-yielding varieties of seeds, promotion of micro-irrigation, augmenting storage facilities, focused crops for diversification etc. to achieve the scheme objectives. The scheme aims at facilitating both long-term and short-term credit in the identified districts through activities such as providing Revolving Fund (RF) and Community Investment Fund (CIF) and credit extension through Kisan Credit Card (KCC). Targets for such activities are provided in the DAPs by the DDKY districts. The DDKY districts from the states of Bihar, Madhya Pradesh, Gujarat and Uttar Pradesh have also formulated the DAPs and uploaded the same on the DDKY dashboard. Feedback on the basis of DAPs has also been given to these DDKY districts by Central Government Departments & NITI Aayog. Implementation and monitoring of DDKY is an ongoing activity, as output & outcome indicators are tracked regularly.
