newly sanctioned roads and bridges under the Pradhan Mantri
Janjati Adivasi Nyaya Maha Abhiyan (PM-JANMAN) in tribal
dominated areas in the country, State and district-wise
including Palghar and Dahod;
(b) the steps taken by the Government to ensure that these road
and bridge projects are constructed to all-weather standards,
especially in forest and hilly terrain inhabited by Particularly
Vulnerable Tribal Groups (PVTGs) and the total funds sanctioned
by the Government in this regard, State and district-wise;
(c) the estimated number of PVTG habitations and beneficiaries
expected to gain direct all weather connectivity as a result of
these projects, State and district-wise;
(d) whether the Government has set up any real-time monitoring or
third-party quality assurance mechanisms to track the
implementation of PM-JANMAN infrastructure works, State and
district-wise; and
(e) whether the basic infrastructure projects have improved
economic activity and access to education and health facilities

(a): Under the road connectivity component of Pradhan Mantri
Janjati Adivasi Nyaya Maha Abhiyan (PM-JANMAN), a total of 8000
km of road length, including bridges, is targeted to be constructed for
providing all-weather connectivity to the unconnected Particularly
Vulnerable Tribal Groups villages across the country. Under PM-
JANMAN, a total of 2,269 roads of 6,507 km and 7 bridges have been
sanctioned to the States/UTs, out of which 125 roads of 748 km
length have already been constructed as on 07.08.2025. The timeline
for completion of PM-JANMAN is March 2028. The State-wise details
under PM-JANMAN are given below:-

(b): The road connectivity component of PM JANMAN is being
implemented as a vertical of Pradhan Mantri Gram Sadak Yojana
(PMGSY). The standards for the construction of roads under PM
JANMAN are as per technical specifications and geometric design
standards of PMGSY given in the Ministry of Rural Development
Specifications for Rural Roads, Rural Roads Manual Indian Road
Page 2 of 8Congress (IRC) SP: 20: 2002, IRC SP: 72: 2015 and also, where
required, the Hill Roads Manual IRC SP: 48 and other IRC Codes/
guidelines.
The funds released to the States under PM-JANMAN, as on 7-8-
2025, is given at Annexure-I. Central Funds are released to the States,
and the States, in turn release the funds along with the State share
to the concerned districts. District-wise details of expenditure
incurred, including State share, may be accessed at Programme

Scrutinise.
(d): The Government is monitoring the progress of road projects
under PMGSY, including under PM JANMAN, through various digital
technologies and online platforms. The Online Management,
Monitoring and Accounting System (OMMAS) is used for monitoring
the physical and financial progress of the projects. Additionally, the
e-MARG (electronic Maintenance of Rural Roads under PMGSY)
platform is being implemented for monitoring the routine and periodic
maintenance of roads. Further, the use of Geo-tagging through a
mobile application enables real-time monitoring and verification of
assets created under the scheme. All PMGSY and PM JANMAN roads
and bridges are geo-tagged with photographs at different stages of
construction. The implementation is also supported by GIS-based
Page 3 of 8planning tools and dashboards for better decision-making and
transparency. In addition, there is a provision for regular review of
maintenance of PMGSY by the Ministry by way of Regional Review
Meetings (RRMs), Performance Review Committee (PRC) Meetings,
Pre-Empowered/ Empowered Committee Meetings with the States.
Besides above, special review meetings/monthly review meetings are
also held by the Secretary/ Additional Secretary/Joint Secretary,
Ministry of Rural Development, with Chief Secretaries/Principal
Secretaries of the States to take stock of the progress of the scheme,
including maintenance aspects.
Under the PMGSY, to bring execution of the programme to the
desired quality standards, a three-tier quality management
mechanism has been institutionalised, which ensures the durability
of road assets under PMGSY. Under the first tier, the Programme
Implementation Units (PIUs) are required to ensure process control
through mandatory tests on material and workmanship at the field
laboratory. The second tier is a structured independent quality
monitoring at the State level through State Quality Monitors (SQMs)
to ensure that every work is inspected at the initial stage, middle
stage and final stage of the construction. Under the third tier,
independent National Quality Monitors (NQMs) are deployed by
National Rural Infrastructure Development Agency (NRIDA), a
technical arm of the Ministry, for inspection of road works on a
random sample basis, not only to monitor quality but also to provide
guidance by senior professionals to the field functionaries. The
observations of NQMs are sent for action to the State Governments,
and Action Taken Reports (ATRs) are monitored at the technical arm
of the Ministry viz. NRIDA. Based on the periodic monitoring of the
quality of roads under the 3-tier mechanism, corrective measures,
wherever necessary, are taken by the State Governments
(e): With the aim of reaching out to 22000 Particularly Vulnerable
Tribal Groups (PVTG) majority tribal habitations and PVTG families in
200 districts across the country, the Union Ministry of Tribal Affairs
has initiated an Information, Education, and Communication (IEC)
campaign for the PM-JANMAN. The Union Cabinet has approved the
mission, which focuses on 11 critical interventions related to 9 key
aligned Ministries/Departments, with a budgetary outlay of Rs. 24,104
crores. While the impact evaluation study of road connectivity
component of PM JANMAN will be undertaken after completion of
works, various independent evaluation studies on PMGSY have
concluded that it has improved access to education and health care
facilities, facilitated employment generation in both farm and non-
farm sectors, helped farmers in getting better farm prices etc. PMGSY
Page 4 of 8roads have provided better education opportunities to the children
particularly girl child to continue their education beyond the
elementary school level. Health facilities are being accessible to
people. Women have been the major beneficiary, with most of the
child birth taking place in government hospitals and also their
participation in financial decisions has increased and it is reflected
in their market accessibility. This scheme also addresses the various
Sustainable Development Goals on poverty alleviation.
No proposals have been received and sanctioned for Palghar
(Maharashtra) and Dahod (Gujarat) under PMJANMAN. The details of
sanctions in the States of Gujarat and Maharashtra under PM-
JANMAN are given in Annexure II.
No proposal is pending for sanction at MoRD / NRIDA for the
States of Maharashtra and Gujarat under PM-JANMAN.
