GOVERNMENT OF INDIA MINISTRY OF SKILL DEVELOPMENT AND ENTREPRENEURSHIP RAJYA SABHA UNSTARRED QUESTION NO 3806 ANSWERED ON – 25.03.2026 PRADHAN MANTRI KAUSHAL VIKAS YOJANA (PMKVY) IN TAMIL NADU 3806. DR. KANIMOZHI NVN SOMU: Will the Minister of SKILL DEVELOPMENT AND ENTREPRENEURSHIP be pleased to state: - (a) the total number of youth who have been trained under the Pradhan Mantri Kaushal Vikas Yojana (PMKVY), State-wise, particularly in Tamil Nadu; (b) whether Government has proposed new skill training centres for emerging sectors like IT and green technologies in Tamil Nadu, if so, district-wise details thereof; (c) the steps being taken by Government to enhance industry participation in skill development initiatives; and (d) the details of the measures introduced by Government to promote self-employment and entrepreneurship among youth? ANSWER THE MINISTER OF STATE (INDEPENDENT CHARGE) IN THE MINISTRY OF SKILL DEVELOPMENT AND ENTREPRENEURSHIP (SHRI JAYANT CHAUDHARY) (a) Ministry of Skill Development and Entrepreneurship (MSDE) is implementing its flagship scheme Pradhan Mantri Kaushal Vikas Yojana (PMKVY), since 2015, for imparting skill development training through Short-Term Training (STT) and up-skilling and re-skilling through Recognition of Prior Learning (RPL) to youth across the country including Tamil Nadu with aim to enhance the employability of the youth to access employment opportunities by equipping them with industry relevant skills. State/UT-wise candidates trained/ oriented under PMKVY, as on 31.12.2025, is given at Annexure-I. (b) PMKVY 4.0, the current version of the scheme under implementation since FY 2022-23, is a demand driven scheme wherein training centres are accredited/ affiliated based on the proposals submitted by the Project Implement Agencies after taking the skill gap into account. A total of 186 training centres have been accredited/ affiliated in Tamil Nadu for imparting project based skilling in emerging/ futuristic sectors like IT and green technologies. District wise details of these training centres are given at Annexure – II. (c) The Government has taken various steps to strengthen industry linkage, and employment outcomes under PMKVY 4.0. The courses under PMKVY are designed by industry-led bodies addressing the requirement of emerging sectors. Training has been imparted in future ready job-roles addressing the requirement of Industry 4.0, emerging sectors like Drone, Artificial Intelligence (AI), Robotics, Mechatronics, etc. A major reform is the integration of On-the-Job Training (OJT) within Short Term Training (STT), ensuring real-world industry exposure. Further, to enable the opportunities for employments, Skill India Digital Hub (SIDH) platform has been launched as a one-stop platform that integrates skilling, education, employment, and entrepreneurship ecosystems to provide a lifelong array of services targeting a wide range of stakeholders. Details of the trained candidates are available on SIDH portal for connecting with potential employers. Through Skill India Digital Hub, candidates can have access to jobs and apprenticeship opportunities. Also, On-Job-Training (OJT) has been made an inherent component of the PMKVY. Further, Kaushal Mahotsavs have been organized to facilitate the placements opportunities to the certified candidates.(d) The Ministry of Skill Development and Entrepreneurship through its autonomous organizations, namely, National Institute for Entrepreneurship and Small Business Development (NIESBUD) and Indian Institute of Entrepreneurship (IIE) has implemented various Entrepreneurship Development Programmes (EDPs) and Entrepreneurship and Skill Development Programmes (ESDPs) under various schemes to promote entrepreneurship amongst all sections of the society. These EDPs and ESDPs are designed to impart entrepreneurial, financial and managerial skills and also to offer post-training support through mentorship, handholding, and access to credit/finance, market linkages and incubation facilities.
