Dr. Kalanidhi Veeraswamy: Will the Minister of CHEMICALS AND FERTILIZERS be pleased to state: (a) the total number of Pradhan Mantri Kisan Samruddhi Kendras (PMKSKs) converted from existing fertilizer retail outlets, State-wise including Tamil Nadu; (b) the total financial outlay, allocation and actual expenditure incurred on the rebranding and conversion of retail fertilizer shops into PMKSKs during the last three financial year, year-wise; (c) whether any independent evaluation has been conducted to assess that PMKSKs have improved farmers’ access to fertilizers, seeds, soil testing services and agri- input advisories, if so, the details thereof; (d) whether instances of fertilizer shortages, delayed supply or uneven distribution have been reported in PMKSKs during the last three years, if so, the details thereof; (e) the number of PMKSKs equipped with functional soil testing facilities and trained personnel to provide scientific advisories; and (f) whether the Government proposes to enhance transparency in allocation of fertilizers, digital monitoring of stocks and accountability mechanisms to prevent diversion or black marketing, if so, the details thereof? ANSWER THE MINISTER OF STATE IN THE MINISTRY OF CHEMICALS AND FERTILIZERS (SMT. ANUPRIYA PATEL) (a) As per Integrated Fertilizer Management System (iFMS) , a total of 1,47,111 PMKSKs have been converted from existing fertilizer retail outlets across India. The State- wise details of PMKSKs across India, including Tamil Nadu, as on 23 March 2026, is placed at Annexure-I. (b) The Department of Fertilizers, vide Notification No. 15011/19/2017-DBT dated 15.11.2022, conveyed to all fertilizer companies that the conversion of existing retail shops into PMKSKs are being done by the fertilizer companies through the existing retailer margin of Rs. 50 per MT being given by the Government of India.(c) Government of Tamil Nadu has not conducted any independent evaluation to assess that PMKSKs have improved farmers’ access to fertilizers, seeds, soil testing services and agri-input advisories (d) The availability of fertilizers viz. Urea, DAP, MOP and NPK has remained adequate in the State of Tamil Nadu, during the last three FYs i.e. 2022-23, 2023-24 and 2024-25. The information regarding requirement, availability and sales of these fertilizers during the said period is placed at Annexure-II. (e) Out of the total PMKSKs, about 4,119 centres have been equipped with: i. Soil testing facilities (including mini soil testing kits/labs) ii. Trained personnel to provide scientific nutrient and crop advisory services (f) The Integrated Fertilizer Management System (iFMS) was launched in June 2016 which is a comprehensive, all-integrated system covering all functionalities in the fertilizer supply chain. This comprehensive system covers the entire supply chain, meticulously capturing transactional data from raw material procurement, imports to fertilizer production and transportation via rail or road from plants, rake houses, ports to district warehouses, and finally sale at PoS enabled retailers, everything aligned with monthly supply plans at district level and the movement of fertilizers is being captured in real time. Various modules under iFMS have been developed to ensure capture and maintain the fertilizers movement and sale data accurately in a secured manner. In order to prevent diversion and thereby ensure affordable and to uninterrupted fertilizer availability farmers, Department of Fertilizers has put a ceiling of 50 bags of subsidized fertilizers per buyer per month i.e. 300 bags of subsidized fertilizers per season. Additionally, a monthly list of 'Top 20 buyers' of each district is made available in the iFMS log-in of respective district magistrates for taking necessary action at their end. Besides, Department of Fertilizers has also developed a dashboard which can be accessed by authorized users at https://urvarak.nic.in. The dashboard is developed to facilitate easy monitoring by various Stake holders viz. State Agriculture Departments, District Collectors and State Marketing Federations. The State Governments are also monitoring the availability and supply of fertilizers through iFMS and e-Urvarak Dashboard portals." Further, any suspicious sale through PoS machine, beyond official hours is also being monitored by the respective State Government officials. In order to address the issues of hoarding, diversion and black-marketing, fertilizers are declared as an essential commodity under the Essential Commodities Act, 1955 and notified under Fertilizer Control Order, 1985. State Governments are empowered to take action against persons involved in said malpractices, as per provisions of EC Act.
