GOVERNMENT OF INDIA MINISTRY OF CHEMICALS AND FERTILIZERS DEPARTMENT OF FERTILIZERS LOK SABHA UNSTARRED QUESTION NO. 2245 TO BE ANSWERED ON: 31.07.2026 Pradhan Mantri Kisan Samruddhi Kendras 2245 Shri Saumitra Khan: Will the Minister of CHEMICALS AND FERTILIZERS be pleased to state: (a) the total number of Pradhan Mantri Kisan Samruddhi Kendras (PMKSKs) converted from existing fertilizer retail outlets across the country, State-wise including West Bengal; (b) the total financial outlay, allocation and actual expenditure incurred on the rebranding and conversion of retail fertilizer shops into PMKSKs especially in Bankura District of West Bengal during the last three financial years; (c) whether any independent evaluation has been conducted to assess that PMKSKs have improved farmers’ access to fertilizers, seeds, soil testing services and agri-input advisories, if so, the details thereof; (d) whether instances of fertilizer shortages, delayed supply or uneven distribution have been reported in PMKSKs especially in West Bengal during the last three years, if so, the details thereof; and (e) the number of PMKSKs equipped with functional soil testing facilities and trained personnel to provide scientific advisories? ANSWER MINISTER OF STATE IN THE MINISTRY OF CHEMICALS AND FERTILIZERS (SMT. ANUPRIYA PATEL) (a) Out of a total 2,89,605 retailer across the country having active Point of Sales (PoS), as on 30.07.2026, 1,54,706 have been developed into PMKSKs. Out of these 12,088 PMKSKs are in West Bengal. The State-wise list of PMKSKs, including those in West Bengal, is enclosed at Annexure A. (b) There is no separate financial allocation/outlay by the Government for the conversion of retail shops into PMKSKs. However, as per Department of Fertilizers’ communication dated 15.11.2022, it has been decided that the cost towards conversion of existing village/block/sub district/ taluk and district level fertilizer retail shops into "Pradhan Mantri Kisan Samridhi Kendra" (PMKSK) is to be met by the fertilizer companies from the retailer margin/incentives of Rs. 50/MT allowed for acknowledging the receipt of fertilizer through fertilizer monitoring system.(c) No Sir. No such independent evaluation has been conducted to assess whether PMKSKs have improved farmers' access to fertilizers, seeds, soil testing services, and agri- input advisories. (d) Agriculture Department of West Bengal has informed that there is no shortages, delayed supply or uneven distribution of fertilizers in West Bengal. In addition to this, following Steps are taken by the Government every season for ensuring timely and adequate supply of fertilizers across the States/UTs, including the State of West Bengal: i. Before the commencement of each cropping season, Department of Agriculture and Farmers Welfare (DA&FW), in consultation with all the State Governments, assesses the State-wise & month-wise requirement of fertilizers. On the basis of requirement projected by DA&FW, Department of Fertilizers (DoF) allocates adequate quantities of fertilizers to States by issuing monthly supply plan and continuously monitors the availability. ii. The movement of all major subsidized fertilizers is monitored throughout the country by an on-line web-based monitoring system called integrated Fertilizer Management System (iFMS). iii. The gap between demand (requirement) and production for Urea & other fertilizer is met through imports. The import for the season is also finalized well in advance to ensure timely availability. iv. The State Governments are regularly advised to coordinate with manufacturers and importers for streamlining the supplies through timely placement of indents. v. Regularly coordinate with the Ministry of Railways for giving sufficient rakes, priority to fertilizers and for timely evacuation of rakes for States. The distribution of fertilizers within the State at district level is done by the concerned State government. Accordingly, the availability of fertilizers has remained adequate across the States/UTs, including the State of West Bengal, in the last three years (i.e. in FYs 2023-24, 2024-25 and 2025-26). The information regarding requirement, availability, sales and closing stocks of fertilizers in the States/UTs during the said period is placed at Annexure B. (e) As on 30.07.2026, a total of 47,206 PMKSKs across the country have been equipped with soil and water testing facilities. Fertilizer companies like IFFCO, KRIBHCO, CIL, RCF, MATIX, etc. have informed that Pradhan Mantri Kisan Samruddhi Kendras (PMKSKs) provide services to improve farmers' access to soil testing and scientific advisory services. Many PMKSKs have also been equipped with soil testing facilities and trained personnel to support these services. Through PMKSKs, trained staff collect soil samples from farmers and send them to soil testing laboratories, including static and mobile laboratories, for testing. Based on the test results, farmers are provided with soil test reports and scientific advice on the balanced use of fertilizers and crop nutrient management.PMKSKs also serve as centres for farmer awareness and training. Farmer meetings, soil health awareness programmes, PM PRANAM Sangoshthis, and programmes organised during PM-KISAN instalment distribution are regularly conducted through PMKSKs. During these programmes, agricultural experts provide guidance on soil health, balanced fertilizer use, crop nutrition, and improved farming practices. Awareness materials, nutrient deficiency charts, and other information are also displayed at PMKSKs to help farmers understand the importance of soil testing and proper nutrient management.
