Shri Navaskani K: Will the Minister of FISHERIES, ANIMAL HUSBANDRY AND DAIRYING be pleased to state: (a) whether the Government has undertaken major initiatives to promote sustainable fisheries in Tamil Nadu, if so, the details of programmes implemented to enhance marine and inland fisheries, conservation of fishery resources and fishermen's livelihoods during the last five years; (b) the details of projects sanctioned in Tamil Nadu under the Pradhan Mantri Matsya Sampada Yojana (PMMSY) and other Central schemes for fishing harbours, fish landing centres, cold- chain infrastructure, value addition, aquaculture and ornamental fisheries; (c) the measures taken by the Government to promote deep-sea fishing, mariculture, seaweed cultivation, modern fishing practices, post-harvest management and digital technologies in the fisheries sector across Tamil Nadu; (d) whether the Government has any proposal to strengthen sustainable fisheries and blue economy initiatives in Ramanathapuram district in Tamil Nadu including support for fishermen, seaweed cultivation, mariculture, fish processing and harbour infrastructure; and (e) the steps taken by the Government to enhance livelihood opportunities, women’s participation, fisheries cooperatives, skill development and export potential in the fisheries sector of Ramanathapuram district? ANSWER THE MINISTER OF FISHERIES, ANIMAL HUSBANDRY AND DAIRYING (SHRI RAJIV RANJAN SINGH ALIAS LALAN SINGH) (a) to (e): A Statement is placed on the Table of the House. ***** 1Statement referred to in reply to the Lok Sabha Starred Question No. 238 regarding "Pradhan Mantri Matsya Sampada Yojana" put in by Shri Navaskani K, Hon’ble Member of Parliament, for answer on 4th August, 2026 (a): The Department of Fisheries, Government of India (DoF, GoI), during the last five years has implemented various schemes for holistic development of fisheries, aquaculture and welfare of fishermen in the country including Tamil Nadu, namely, (i) Fisheries and Aquaculture Infrastructure Development Fund (FIDF), (ii) Pradhan Mantri Matsya Sampada Yojana (PMMSY), (iii) Pradhan Mantri Matsya Kisan Samridhi Sah Yojana (PMMKSSY), and (iv) Extension of the facility of the Kisan Credit Card (KCC) to the fishers and fish farmers. These schemes are primarily designed inter alia to enhance marine and inland fisheries, conservation of fishery resources and fishers’ livelihoods and welfare. (b) & (c): The DoF, GoI has accorded administrative approvals for implementation of projects under the PMMSY in Tamil Nadu during 2020-21 to 2025-26 with a total approved outlay of ₹1,240.58 crore (Rupees Twelve hundred forty crore fifty eight lakh), including Central share of ₹480.09 crore (Rupees Four hundred eighty crore nine lakh), State share of ₹455.61 crore (Rupees Four hundred fifty five crore sixty one lakh), and beneficiary contribution of ₹272.85 crore (Rupees Two hundred seventy two crore eighty five lakh). Under FIDF scheme, 16 Nos of Fishing Harbours and 57 Fish landing centres have been sanctioned in Tamil Nadu at total project cost of ₹1988.35 crore (Rupees Nineteen hundred eighty eight crore thirty five lakh). Whereas, under Blue Revolution Scheme the infrastructure projects worth ₹187.9 crores (Rupees One hundred eighty seven crore nine lakh) were sanctioned in Tamil Nadu. The projects sanctioned under above schemes include development and modernization of fishing harbours and fish landing centres, cold-chain infrastructure, post-harvest management and value addition, promotion of modern fishing practices including deep-sea fishing vessels, mariculture including open sea cage culture and seaweed cultivation, aquaculture and ornamental fisheries and digital technologies in the fisheries sector across Tamil Nadu. A project titled "Establishment of Multipurpose Seaweed Park" has been sanctioned in Financial Year 2022-23 in Tamil Nadu state under the PMMSY at a total project cost of ₹127.71 crore (Rupees One hundred Twenty seven crore seventy one lakh). The details of projects sanctioned for Tamil Nadu state under the PMMSY and other Central schemes for fishing harbours, fish landing centres, cold-chain infrastructure, value addition, aquaculture and ornamental fisheries are provided at Annexure-I. The DoF, GoI has taken up initiatives towards digitalization and modernization of fisheries sector, including ReALCRaft web portal based registration and licensing of fishing vessels, Satellite based Vessel Communication and Support System (VCSS) including Transponders and Nabhmitra application, Potential Fishing Zones (PFZ) advisories, Work-Based Digital IDs to fishers and fish-farmers under the National Fisheries Digital Platform (NFDP), Direct Benefit Transfer (DBT), Onboarding of Fisheries Farmer Producer Organizations (FFPOs) across Tamil Nadu onto the Open Network for Digital 2Commerce (ONDC), IT-based National Traceability Framework, etc. These tech interventions focus mainly on safety at sea, real-time navigation, supply chain tracking, formalization of fisheries sector and digital market access. (d) and (e): The DoF, GoI is implementing various schemes to promote sustainable fisheries and enhance the livelihood of traditional fishing communities in Tamil Nadu including Ramanathapuram district. The details of fisheries infrastructure developed in Ramanathapuram district, including fishing harbours (FH), fish landing centers (FLCs), cold storage facilities, ice plants, fish processing units and aquaculture infrastructure are provided at Annexure-II. Financial assistance and institutional credit has been provided for acquisition of 45 tuna fishing vessels in Ramanthapuram district. To encourage Mariculture especially seaweed cultivation, various activities have been undertaken in Ramanthapuram district such as seaweed seed production centre (Hub-I) in Valamavur Village under the Seaweed Park Project, Financial assistance of ₹1.12 crore (Rupees one crore twelve lakh) has been provided to 926 beneficiaries for Seaweed Culture under PMMSY, during 2021-22 & 2025-26, sanction of 112 Open sea cage culture units to 62 beneficiaries, 100% central financial assistance of ₹50 Lakhs (Rupees fifty lakh) provided to start up project on Development of seaweed farming opportunities through National Cooperative Development Corporation NCDC, formation of Rameswaram Sigaram Fish Farmer Producer Organisation with 236 members engaged in Cage Culture, Seaweed cultivation and Dry fish processing. Besides a Center of Excellence for Seaweed Cultivation under PMMSY has been established at Mandapam, Regional Centre of ICAR-CMFRI for facilitating the overall development of seaweed sector in the country. The government has been encouraging the participation of women and Fish Farmers Producer Organizations (FFPOs) in Ramanthapuram district through various scheme components like credit support amounting to ₹13 lakh (Rupees Thirteen Lakh) provided under KCC to 1678 beneficiaries during 2025-26, Financing Pilot Scheme for establishment of High Quality Tuna Fishermen Fish Producers Organization (FFPO) clusters with phase change material based on Cold chain facilities to enhance the value realization at a total cost of ₹1.50 crore (Rupees One crore fifty lakh) with 100% Central financial assistance under Central Sector Scheme Component of PMMSY. Moreover, as informed by the state government under Tamil Nadu Fisherwomen Savings cum Relief scheme (TNFWSRS), 49,709 Fisherwomen are benefitted in Ramanathapuram district. The Government organizes various skill development and capacity-building programmes for fishermen and fish farmers to enhance their technical skills, disseminate recent innovations and best practices in the fisheries sector in Ramanathapuram. 90 training programs covering about 5,709 trainees were conducted for fishers and fish farmers in Ramanathapuram district.
