(a) the details of institutions approved under the MERU (Multi-Disciplinary Education
and Research Universities) and NMDC (New Model Degree Colleges) components of
PM-USHA in the State of Andhra Pradesh, names and districts-wise;
(b) the current status of these projects, including date of approval, funds allocated, funds
released and funds utilised so far;
(c) the details of funds allocated, released and utilised for grants aimed at strengthening
existing universities and colleges in Andhra Pradesh, including the respective
institutions covered under these grants;
(d) the programmes undertaken, planned or proposed under PM-USHA to promote
gender equality and inclusive education within higher educational institutions in Andhra
Pradesh; and
(e) the details of any pending proposals under PM-USHA in the State, including the
reasons for delay and expected timeline for approval and implementation?

(a) & (b): The government has launched the third phase of Rashtriya Uchchatar Shiksha
Abhiyan (RUSA) in June 2023 in the form of Pradhan Mantri Uchchatar Shiksha Abhiyan
(PM-USHA) for the period 2023-24 to 2025-26, with an outlay of Rs. 12926.10 crore,
including the committed liabilities of the earlier phases of RUSA to cater to the needs of
educationally unserved/ underserved areas. Under the scheme, all the 613 units have
been approved with a total amount of Rs.8168.51 crore under various components.
In the State of Andhra Pradesh under PM-USHA, one University, Sri Padmavathi Mahila
Visvavidyalayam, Tirupati (U-0034) in Chittoor District, was approved support for an
amount of Rs.100 crore under the component of Multi-Disciplinary Education and
Research Universities (MERU) in the 1st PAB meeting of PM-USHA held on 17.01.2024.
As per the scheme guidelines, districts without any Government Higher Educational
Institutions (HEIs) were eligible for establishment of New Model Degree Colleges
(NMDC) under the NMDC component. The State of Andhra Pradesh submitted 11proposals under the component, however, being ineligible, no units were approved in
the State, as all the districts had government HEIs.
The State of Andhra Pradesh has onboarded the SNA-SPARSH model of PFMS in
financial year 2024-25. Under the SNA-SPARSH model, vendors and beneficiaries
receive direct payments through daily sanction releases based on the submission of bills
on the PFMS portal. In the current financial year, the State of Andhra Pradesh has been
allocated an annual amount of Rs.94.84 crore against which a mother sanction
amounting to Rs. 47.42 crore has been issued to the State. So far, the State has utilised
an amount of Rs.20.82 crore against submission of bills on PFMS portal (as on
27.11.2025). As per the information furnished by the State, the University has utilized
an amount of Rs.5.63 crore, so far.
(c): Under PM-USHA, in the State of Andhra Pradesh, a total of 33 units have been
approved for an amount of Rs. 378.75 crore, including 7 Universities (1 under MERU
and 6 under Grants to Strengthen Universities (GSU) components), 21 colleges under
Grants to Strengthen Colleges (GSC) component and 5 districts under Gender Inclusion
and Equity Initiatives (GIEI) component. The Institution-wise details of the amount
approved and utilized under PM-USHA is at Annexure.
(d): The GIEI component of PM-USHA aims to promote access, equity and inclusion in
higher education for women and other under-represented groups, and supports
interventions like construction of hostels & toilets for girl students, encouraging girls’
participation in STEM courses, training of girls in self-defence, etc. Under this
component, the State of Andhra Pradesh has been approved 5 units for a total amount
of Rs. 50 crore.
(e): All the proposals submitted by the State of Andhra Pradesh on the PM-USHA Portal
under various components were examined and placed before the Project Approval
Board (PAB) for its consideration and approval. Under the scheme, all the 613 units
have been approved and there are no pending proposals from the State.
