Will the Minister of JAL SHAKTI be pleased to state:
(a) the total number of irrigation and water resources projects currently being tracked on the Permanent
Magnet Generator (PMG) system under Department of Water Resources along with their cumulative
investment value, sector-wise, State/UT-wise including Chhattisgarh, Karnataka and project specific
information for Dakshina Kannada district and Pali Lok Sabha Constituency of Rajasthan;
(b) the number of projects reviewed under Pro-Active Governance and Timely Implementation
(PRAGATI) platform including details of ongoing projects and commissioned projects along with their
cost implications, State/UT-wise, including Chhattisgarh, Karnataka and Dakshina Kannada district,
Rajasthan particularly Rajsamand Lok Sabha Constituency, Bihar and the status of projects related to
the Hazaribagh and Ramgarh districts of Jharkhand under this platform;
(c) whether there have been significant implementation bottlenecks relating to land acquisition, inter-
State coordination, environmental clearances or fund flow and the manner in which PRAGATI-level
oversight has helped to resolve them, if so, the details thereof;
(d) the current status of resolution of issues/problems identified in the said projects such as land
acquisition, rehabilitation and resettlement, fund release, contract management, inter-State coordination
etc. and the details of issues resolved so far under the projects reviewed on the PRAGATI platform
1particularly the progress made in addressing pending issues in the Hazaribagh and Ramgarh districts
and in reference to Karnataka and the extent to which such resolutions have facilitated timely execution
of the irrigation and water resource projects;
(e) the steps taken by the Government for the resolution of issues in the said projects;
(f) the measures adopted to expand the irrigated area, improve drought resilience and strengthen farmer
water security through the outcomes of PRAGATI-enabled governance; and
(g) the details of the irrigation and water resource projects implemented in the tribal dominated Palghar
district in Maharashtra and the funds allocated for the purpose during the last three years?

(a) Total 86 projects of Department of Water Resources, River Development and Ganga Rejuvenation
(DoWR,RD&GR) are being monitored through Project Monitoring Group (PMG) portal. Their State and
Sector wise details are given as Annexure-I. None of these projects belong to Dakshin Kannada district
or Pali constituency of Rajasthan.
(b) Total 11 projects, being funded by DoWR, RD&GR, have been reviewed under Pro-Active
Governance and Timely implementation (PRAGATI) platform till date. Their Details along with
benefitted districts are placed as Annexure-II.
(c) to (f) Given the scale, complexity, and inter-governmental coordination required for water resources
projects such as land acquisition, rehabilitation and resettlement, environmental clearances, inter-state
coordination, field-level implementation, and community engagement, several initiatives have been
brought under Project Monitoring Group (PMG) framework.
The framework emphasizes real time tracking of issues on PMG portal with simultaneous tracking
of physical and financial progress. Clear responsibilities are assigned, and decisions taken during
reviews are recorded and followed up until resolution. This approach shifts project oversight from
routine reporting to outcome-oriented governance.
Out of 127 issues reported on PMG portal, 108 issues have been resolved so far. Further, the long
outstanding issues/projects on PMG portal are brought under the PRAGATI mechanism ensuring time-
bound decision-making, accountability alignment, and resolution of long-pending field bottlenecks.
The PRAGATI oversight framework has been instrumental in unlocking implementation constraints
such as rehabilitation and resettlement, land acquisition, inter-state coordination, field-level
encumbrances etc. ensuring that critical irrigation and water-resource assets move steadily toward
commissioning and service delivery.
(g) No irrigation and water resources project in Palghar district has presently been funded under
Pradhan Mantri Krishi Sinchai Yojna and Maharashtra Package Schemes of DoWR, RD & GR.
