Parliament Question: Procedure for Flight Clearances

GOVERNMENT OF INDIA MINISTRY OF CIVIL AVIATION LOK SABHA UNSTARRED QUESTION NO. : 6296 ( TO BE ANSWERED ON THE 2nd April 2026 ) PROCEDURE FOR FLIGHT CLEARANCES 6296. SHRI K E PRAKASH Will the Minister of CIVIL AVIATION be pleased to state:- (a) whether the Government has taken note of reports regarding alleged bribery in the process of obtaining flight clearances for aircraft involved in defence exports and if so, the details thereof; (b) whether the Central Bureau of Investigation (CBI) has informed the Government of any irregularities or misuse of procedures relating to flight permissions issued by the Directorate General of Civil Aviation (DGCA) and if so, the details thereof; (c) whether the Government has reviewed the existing framework governing clearances for such flights and if so, the details thereof; and (d) the steps taken/proposed to be taken to strengthen transparency, oversight and safeguards in the granting of flight permissions to prevent corruption or misuse of the civil aviation regulatory process? ANSWER Minister of State in the Ministry of CIVIL AVIATION (Shri Murlidhar Mohol) (a) & (b): The alleged bribery case pertains to Ministry of Defence (MoD). As per communication received from Central Bureau of Investigation (CBI), a case has been registered in CBI against an officer of the Ministry of Defence under Bharatiya Nyaya Sanhita, 2023 and the Prevention of Corruption Act, 1988 (as amended in 2018).; ; (c) & (d): DGCA has the required regulatory framework as contained in Civil Aviation Requirements Section 3 Series F Part I for issuance of flight clearance for such flights. DGCA also has a process in place for review of Civil Aviation Requirements and procedures based on any feedback from the stakeholders. ******
