be pleased to state:
(a): the details of the quantity of coarse grains procured and value of procurement, year, State
and district-wise for Andhra Pradesh;
(b): the details of the procurement agencies involved and the number of procurement centres
established for coarse grains in Andhra Pradesh, district-wise;
(c): the detailsof the storage infrastructure created/used for coarse grains including warehouse
capacity and utilization in Andhra Pradesh, district-wise;
(d): whether the Government has conducted any study to assess challenges faced by States in
procurement of coarse grains and if so, the details thereof; and
(e): the measures taken by the Union Government to address these challenges and strengthen
the coarse grains value chain, especially in Andhra Pradesh?

(a) and (b) : Andhra Pradesh is a Decentralised Procurement (DCP) State. Accordingly,
procurement operations relating to foodgrains (Paddy/Coarse grains) are undertaken by the
Government of Andhra Pradesh through its nodal agency, Andhra Pradesh State Civil Supplies
Corporation Limited (APSCSCL).
Point-wise information is placed at Annexure-l.
(c): The total foodgrain storage capacity at present, including that for coarsegrains in Andhra
Pradesh is 50.82 LMT (16.69 LMT ofFCI, 9.35 LMT of CWC and 24.78 LMT of State agencies).
(d): No Sir.
(e): Department has taken various initiatives to increase Millets Procurement:
i. Revision in Guidelines: Distribution period/Shelf life of millets was increased from earlier 3
months to 6- 10 months, thus enhancing higher level of procurement.
ii. Provision of inter-state transportation of surplus millets through FCI had also been incorporated.iii. Increase in administrative charges on acquisition stage from 1% to 2% of MSP, to incentivise
procurement of millets.
iv. Inclusion of minor millets in TPDS/OWS: Government has recently expanded scope of
procurement of millets by states/UTs by including minor millets: Foxtail Millet (Kangani/Kakun),
Proso Millet (Cheena), Kodo Millet (Kodo), little millet (Kutki), Buck-wheat (kuttu) and Ameranthus
(Chaulai) under MSP scheme on the MSP ofRagi for next three years (from 2023).
