Parliament Question: Procurement of Goods from Women & SC/ST owned MSEs

SHRI DAGGUMALLA PRASADA RAO: Will the Minister of MICRO, SMALL AND MEDIUM ENTERPRISES be pleased to state: (a) the amount of goods and services procured by Central Ministries, Departments and Central Public Sector Enterprises (CPSEs) from women-owned and Scheduled Castes and Scheduled Tribes (SCs/STs)-owned Micro and Small Enterprises (MSEs) during the last five years, years- wise and State-wise; (b) the number of CPSEs and Government entities that could not achieve the mandated procurement targets, year-wise and entity-wise; (c) the specific targets and actual procurement percentages achieved for women-owned and SCs/STs-owned MSEs, year-wise; and (d) whether Government has undertaken any review or corrective measures to improve compliance and if so, the details of the findings and the steps taken thereto? ANSWER MINISTER OF STATE FOR MICRO, SMALL AND MEDIUM ENTERPRISES (SUSHRI SHOBHA KARANDLAJE) (a) and (b): The details of procurement made by Central Ministries and Central Public Sector Enterprises (CPSEs) from Micro and Small Enterprises (MSEs) including those owned by women and Scheduled Castes/ Scheduled Tribes (SCs/STs) under the Public Procurement Policy during the last five years, as per information uploaded on MSME SAMBANDH Portal, are at Annexure. The year-wise procurement details of Ministries/Departments including the Central Public Sector Enterprises (CPSEs) are available on the portal in public domain at: https://sambandh.msme.gov.in (c): As per the Public Procurement Policy Order, 2012, the target for procurement from MSEs is 25% including 4% from SC/ST owned enterprises and 3% from women-owned enterprises. The year-wise figures are at Annexure.
