SHRI KESINENI SIVANATH: Will the Minister of AGRICULTURE AND FARMERS WELFARE कृ(cid:874)ष एव ं (cid:873)कसान क(cid:227)याण मं(cid:287)ी be pleased to state: (a) the details regarding the annual targets for procurement of pulses set under Mission for Aatmanirbharta in Pulses, State and year-wise; (b) whether pulse procurement under the mission has been initiated and if so, the details regarding the amount of pulses procured in the country, State/UT-wise and particularly district for Andhra Pradesh; (c) if not, the details regarding the timeline by which pulse procurement is planned to begin; (d) whether climate resilient seeds being promoted under the mission include assistance for local seed varieties and if so, the details regarding the assistance provided to community seed banks, if so, the details thereof, State/UT-wise; (e) the details regarding the reasons for the inclusion of breeder and certified seeds under the mission; and (f) whether the Government has conducted any assessment regarding sustainability of such seeds especially in drought prone regions such as Andhra Pradesh and if so, the details of the findings thereof? ANSWER THE MINISTER OF STATE FOR AGRICULTURE AND FARMERS WELFARE कृ(cid:874)ष एव ं (cid:873)कसान क(cid:227)याण रा(cid:207)य म(cid:287)ं ी (SHRI BHAGIRATH CHOUDHARY) (a) to (c): The Union Cabinet has approved a centrally sponsored scheme namely ‘Mission for Aatmanirbharta in Pulses’ on 1st October, 2025 aimed at boosting domestic production and achieving self-sufficiency (Aatmanirbharta) in pulses over a six-year period, from 2025-26 to 2030-31, with a financial outlay of Rs. 11,440 Crore. To encourage domestic production & ensure remunerative prices to farmers, the Mission also supports procurement of Tur, Urad, Masoor from all registered and willing farmers by National Agricultural Cooperative Marketing Federation of India Ltd. (NAFED) and National Cooperative Consumers' Federationof India Limited (NCCF), till 2030-31, as per the norms of Price Support Scheme (PSS) under Pradhan Mantri Annadata Aay Sanrakshan Abhiyan (PM-AASHA) based on requisitions made by the states. The State wise details of pulses procurement during 2025-26 is at Annexure-I. District wise details of pulses procurement in Andhra Pradesh during 2025-26 is at Annexure-II. (d) & (e): The Mission for Aatmanirbharta in Pulses is aimed at promoting production and availability of climate resilient seeds for increasing the production and productivity of pulses. These varieties have been included in the Frontline Demonstrations (FLD) and are being popularized through farmers trainings and field days. Under the Pulses Mission, financial assistance is provided to pulses farmers through State governments for various interventions such as production of breeder seed, production and distribution of certified seeds. Breeder and certified seed production have been included in the Pulses Mission to accelerate quality seed production and ensure the availability of quality seeds to farmers. It enhances the seed replacement rate and varietal replacement rate. Details of assistance for seed production and distribution under Mission is at Annexure-III. (f): All India Coordinated Research Project trials have been conducted every year in drought prone regions for assessing adaptability and yield levels.
