PRODUCTION AND CONSUMPTION OF FERTILIZERS

Will the Minister of CHEMICALS AND FERTILIZERS be pleased to state:
(a) the fertilizer production and consumption data during the last five years, State/UT-
wise and year-wise;
(b) whether the Government has any plans to adjust the pricing of urea, if so, the
details thereof indicating the current pricing of urea;
(c) the subsidy rate for different types of fertilizers and the method of its calculation;
and
(d) the major impediments and issues in timely, efficient and economical distribution
of fertilizers to farmers along with the action taken by the Government to improve the
situation in this regard?

(a) : The year-wise total production of fertilizers in the major manufacturing units
during last five years from 2020-21 to 2024-25 are at Annexure-I. The State-wise
consumption of fertilizers during last five years from 2020-21 to 2024-25 are at
Annexure-II.
(b) : No Sir, the Government has no plans to adjust the pricing of Urea. However,
Under the Urea Subsidy Scheme, Urea is provided to the farmers at a statutorily
notified Maximum Retail Price (MRP). The MRP of 45 kg bag of urea is Rs.242
per bag (exclusive of charges towards neem coating and taxes as applicable).
The difference between the delivered cost of urea at farm gate and net market
realization by the urea units is given as subsidy to the urea manufacturer/importer
by the Government of India. Accordingly, all farmers are being supplied urea at
the subsidized rate.
(c) : The subsidy is paid to the Urea manufacturing units (except for New Investment
Policy-2012 Units) through concession rates (Normative Cost of production under-2-
extant Urea Policies) comprising of two major components namely Fixed Cost
and Variable Cost. Fixed Cost is the total cost of fixed cost components such as
conversion cost, capital related charges and selling expenses. The variable cost
includes cost of packing material (Bag), water, energy (feedstock and fuel),
Central/State levies on actual/normative basis. For the Urea manufacturing units
covered under the New Investment Policy-2012, the subsidy is given on the basis
of the delivered cost of gas.
Government has implemented Nutrient Based Subsidy (NBS) Policy w.e.f.
01.04.2010 for Phosphatic and Potassic (P&K) Fertilizers. Under the policy, a
fixed amount of subsidy, decided on annual/bi-annual basis, is provided on
notified P&K fertilizers depending on their nutrient content. Under NBS policy,
Government has constituted an Inter-Ministerial Committee (IMC) with Secretary,
Department of Fertilizers as Chairperson and Joint Secretary level
representatives from Department of Agriculture and Farmers Welfare (DA&FW),
Department of Expenditure (DOE), NITI Aayog and Department of Agricultural
Research and Education (DARE). This Committee recommends NBS rates for
various nutrients i.e. N, P, K & S for taking the decision by Government.
The basic principle adopted in fixation of subsidy rates for different
nutrients is identification of ‘Benchmark International Prices’ of major consumed
fertilizers i.e. Urea, DAP, MOP & Sulphur considering the annual / bi-annual
average/current prices published in Fertilizers Market Bulletin (FMB). Based on
these benchmark prices, the delivered prices of these fertilizers are determined
after taking into account the prevailing exchange rate. IMC also considers other
relevant factors like requirement of nutrients in the country, balanced use of
fertilizers, subsidy burden, MRP of fertilizers etc. while recommending the
subsidy rates for different nutrients. The details of subsidy provided on different
types of subsidized P&K fertilizers for Kharif 2025 (01.04.2025 to 30.09.2025) are
at Annexure-III.
(d) Following steps are taken by the Government every season for ensuring timely
and adequate supply of fertilizers in the country:
i. Before the commencement of each cropping season, Department of
Agriculture and Farmers Welfare (DA&FW), in consultation with all the State
Governments, assesses the state-wise & month-wise requirement of
fertilizers.
ii. On the basis of requirement projected, Department of Fertilizers allocates
sufficient/adequate quantities of fertilizers to States by issuing monthly supply
plan and continuously monitors the availability.-3-
iii. The movement of all major subsidized fertilizers is monitored throughout
the country by an on-line web-based monitoring system called integrated
Fertilizer Monitoring System (iFMS);
iv. Regular Weekly Video Conference is conducted jointly by DA&FW and
Department of Fertilizers with State Agriculture Officials and corrective actions
are taken to dispatch fertilizers as indicated by the State Governments.
