**Executive Summary**
This report provides details on the production and procurement of millets (especially Ragi) and coffee in Koraput and Rayagada over the past three years, the status of Pradhan Mantri Krishi Sinchayee Yojana (PMKSY), and the support for Farmer Producer Organizations (FPOs)/FIGs. This information was provided in answer to Unstarred Question No. 2606 in the Lok Sabha, to be answered on December 16th, 2025. Further, the procurement of 40,000 metric tonnes of Ragi was done from the State of Odisha
during 2024-25.(b): Pradhan Mantri Krishi Sinchayee Yojana (PMKSY) was launched during the year 2015-16,
with the aim to enhance physical access of water on farm and expand cultivable area under assured
irrigation, improve on-farm water use efficiency, introduce sustainable water conservation practices,
etc. PMKSY is an umbrella scheme, consisting of two major components being implemented by this
Ministry, namely, Accelerated Irrigation Benefits Programme (AIBP), and Har Khet Ko Pani (HKKP).
Implementation of PMKSY for the period 2021-22 to 2025-26 has been approved by Government of
India in December, 2021.
Ninety-Nine (99) ongoing Major/Medium Irrigation Projects (MMI) (and 7 phases) with
balance irrigation potential of 34.64 ha have been included under Pradhan Mantri Krishi Sinchai
Yojna-Accelerated Irrigation Benefits Programme (PMKSY-AIBP) during 2016-17. 13 nos. new
irrigation projects with ultimate irrigation potential of 5.94 lakh hectare have been included under
PMKSY 2.0 i.e. after March, 2021.
Presently, 70 nos. Major and Medium irrigation projects have been completed under PMKSY-
AIBP. Irrigation potential creation/restoration since April, 2016 is 29.22 lakh hectare along with
command area development of 22.21 lakh hectare. Further, under Surface Minor Irrigation (SMI)
and Repair, Renovation Restoration (RRR) sub-components of Har Khet Ko Pani component of
PMKSY, irrigation potential of 5.95 lakh hectare has been created/restored since 2016-17.
(c): The ongoing activities to strengthen Farmer Producer Organization (FPOs) and support
provided for aggregation, primary processing and market linkages are as below:
Aggregation:
• FPOs have been formed to undertake aggregation of smaller lots of farmer-members’
produce and add value to make them more marketable.
• FPOs have been formed to market aggregated produce with better negotiation strength to
the buyers and in the marketing channel offering better and more remunerative prices.
Primary Processing:
• Under the 10,000 FPO Scheme, FPOs are being facilitated to establish processing
infrastructure as may be necessary to develop their business for long-term viability. Many FPOs
formed under the scheme aggregate members’ produce and process it through the primary
processing units set up by the FPO. The output product, after proper packaging and labeling, is sold
in the market through both online and offline channels. For setting up primary processing units,
FPOs are being extended support through Credit Guarantee up to project loan of ₹2 crore per FPO.
FPOs are also being supported through the Agriculture Infrastructure Fund (AIF) under Ministry of
Agriculture and Farmers Welfare and various schemes under the Ministry of Food Processing
Industries, Government of India.
Market Linkages:
• FPOs are being provided with offline and online market linkages for direct sales of FPO
products and also the aggregated produce of member farmers. FPOs are facilitated in promotion
and sales of their products through various FPO Melas, Exhibitions, Trade Fairs and Expos etc.
FPOs are facilitated for on-boarding on electronic platforms such as e-NAM, ONDC, GeM, etc. Till
30.11.2025, 4660 FPOs have been on boarded on e-NAM and 5545 on ONDC.
