Parliament Question: Production and Utilisation of Organic Manure

SHRI UTKARSH VERMA MADHUR: Will the Minister of AGRICULTURE AND FARMERS WELFARE कृ िष एवं िकसान क(cid:670)ाण मं(cid:361)ी be pleased to state: (a) the steps taken formulate policies for large scale production and utilization of organic manure in the country; (b) the details of measures taken to provide assistance to the small and marginal farmers particular the the sugarcane growers in Uttar Pradesh; (c) the steps taken to develop Lakhimpur Kheri, known as major sugar bowl of Uttar Pradesh; (d) whether the Government has any plan to provide any assistance or subsidy to the farmers for installing organic manure and biogas plants and using them in their fields for better productivity and if so, the details thereof; and (e) whether any action is being taken at the policy to introduce model farming through which small and marginal farmers can get more profit from farming and if so, the details thereof? ANSWER MINISTER OF STATE FOR AGRICULTURE AND FARMERS WELFARE कृ िष एवं िकसान क(cid:670)ाण रा(cid:475) मं(cid:361)ी (SHRI BHAGIRATH CHOUDHARY) (a): Organic farming is being promoted through Paramparagat Krishi Vikas Yojana (PKVY) in all the States/UTs except North Eastern States and Mission Organic Value Chain Development for North Eastern Region (MOVCDNER) for the North Eastern States since 2015-16. Both schemes provide end-to-end support including organic manure for farmers engaging in organic farming. Both the schemes are implemented through States /UT Governments. Under PKVY, assistance of Rs. 31,500 per ha is provided over 3 years for promotion of organic farming. Out of this, assistance of Rs. 15,000 per ha is provided to farmers including small and marginal farmers through Direct Benefit Transfer for on- farm /off –farm organic inputs. Under MOVCDNER, assistance of Rs. 46,500/ha is provided over 3 years for creation of Farmers Producer Organization, support to farmers for organic inputs etc. Out of this, assistance @ Rs. 32,500/ ha is provided to farmers for off -farm /on –farm organic inputs under the scheme including Rs. 15,000 as Direct Benefit Transfer to the farmers. (b) & (c): As informed by Government of Uttar Pradesh, the Sugarcane Development Department, Lakhimpur-Kheri, provides farmers with interest-free loans and subsidies for agricultural inputs, such as micronutrients, pesticides, biofertilizers, and agricultural equipment, through sugar mills, to increase their sugarcane acreage and sugarcane production. To promote modern farming, equipment is made available under the Farm Machinery Bank at the Cooperative Sugarcane Development Committees. Farm Machinery like tractors, MB plows, mulches, etc., are provided to farmers at minimal rental rates. The Sugarcane Development Department establishes nurseries through various schemes for improved sugarcane seed varieties. Farmers are provided subsidies and other departmental benefits upon distribution of seed from established nurseries, providing them dual benefit of improved seed and subsidy. From time to time, the Sugarcane Development Department, in collaboration with the scientists of the Sugarcane Research Council, motivates farmers for scientific and modern farming through farmer's seminar, group meetings.Further, Indian Council of Agricultural Research (ICAR)-Indian Sugarcane Research Institute (ISRI) have one Krishi Vigyan Kendra in Lakhimpur Kheri, Uttar Pradesh, which is directly involved in technology dissemination, training, and advisory services directly to farmers in the district. (d):The Ministry of New and Renewable Energy (MNRE) has been implementing Biogas Schemes for dissemination and deployment of biogas plants in remote, rural and semi- urban areas of the country under the umbrella of National Bioenergy Programme (NBP). The objectives of the Biogas Programme are to support setting up of biogas plants for clean cooking fuel, lighting, meeting thermal and decentralized power generation needs of uses and utilization of biogas plant produced slurry as an organic enriched Solid Biogas Fertilizer, Women Empowerment and creation of Rural Employment etc. So far 34913 Small Biogas Plants and 38 Medium Biogas Plants have been installed during NBP Phase-I (02.11.2022 to 31.03.2026) The details of Central Financial Assistance (CFA) for different components under this programme is as follows: (i): For small biogas plants (1-25 cubic meter/day plant capacity), Rs. 9800/- to Rs. 70,400/- per plant based on size of the plant in cubic meter is provided. (ii): 3 to 250 kWe Power Generation capacity per day: Rs. 35,000/- to Rs. 45,000/- per kilowatt for power generation and Rs. 17,500 /- to Rs. 22,500/- per kilowatt equivalent for thermal applications (25 - 2500 cubic meter/day plant capacity) for Power generation and thermal application (capacity ranging from above 25 to 2500 cubic meter biogas generation per day) is provided. Galvanizing Organic Bio-Agro Resources Dhan (GOBARdhan) scheme aims to promote ‘Waste to Wealth’ approach by converting cattle dung, agri residue and other organic waste into biogas, Compressed Biogas (CBG) and organic manure. Various Ministries/ Departments of Government of India are working together in a “Whole of Government” approach for implementation of this initiative and to further promote circular economy. The initiative is now being coordinated by Ministry of Petroleum and Natural Gas (MoPNG). At present, 200 CBG/Bio CNG Plants have been commissioned as per GOBARdhan Portal under MoPNG. (e) Indian Council of Agricultural Research (ICAR) has developed technologies for large-scale production and utilization of organic manures such as phosphocompost, vermicompost, bio- enriched compost and municipal solid waste compost from various organic wastes. Improved strains of crop- and soil-specific biofertilizers, including liquid biofertilizers with longer shelf- life, have also been developed to reduce the use of chemical fertilizers. Under the Network Project on Organic Farming (NPOF), location-specific organic farming packages of practices for different crops and cropping systems have been developed using organic and natural inputs suitable for small and marginal farmers. ICAR also organizes trainings, front-line demonstrations and awareness programmes to promote adoption of these technologies among farmers. In the year 2025-26, ICAR has organized 200 training programme on organic manures. *****
