(b): The details of quantity and value of pulses and edible oils imported during the last five years are given in the Annexure- II. (c) & (d): The production of pulses in the country has been fluctuating over the last 5 years. The Union Cabinet has approved a centrally sponsored scheme namely “Mission for Aatmanirbharta in Pulses' on 1st October, 2025 aimed at boosting domestic production and achieving self-sufficiency in pulses over a six-year period from 2025-26 to 2030-31 with a financial outlay of Rs. 11,440 Crore. The objective of the Pulses Mission is to enhance pulses production with a special focus on Tur, Urad, Masoor, promoting production and availability of climate resilient seeds for farmers, increase area under pulses cultivation, promote post-harvest storage and management technology. The Mission also supports for assured procurement of Tur, Urad, Masoor by National Agricultural Cooperative Marketing Federation of India (NAFED) and the National Cooperative Consumers' Federation (NCCF) for next four years as per the norms of Price Support Scheme (PSS) under Pradhan Mantri Annadata Aay Sanrakshhan Abhiyan (PMAASHA). The production of pulses targeted under the mission by the end of 2030-31, is 350 lakh tonnes from an area of 310 lakh ha with an average productivity of 1130 kg/ha.In order to boost production of pulses in the country, the Indian Council of Agricultural Research (ICAR) is undertaking strategic research on pulses crops at the ICAR-Indian Institute of Pulses Research, Kanpur and its four regional stations at Bhopal, Dharwad, Bikaner and Khordha and also undertaking applied research through All India Coordinated Research Project (AICRP) on Kharif and Rabi Pulses in collaboration with state agricultural universities/research institutes for developing location-specific high yielding varieties and matching production technology packages to enhance productivity and production of pulses. The Union Cabinet approved the National Mission on Edible Oils – Oilseeds (NMEO- OS) on 3rd October, 2024 to boost domestic oilseed production and to strive toward self- sufficiency in edible oils. The mission aims to increase primary oilseed production to 69.7 million tonnes, expand area coverage to 33 million hectares, and improve productivity to 2,112 kg/ha by 2030–31. The Mission is being implemented in a cluster-based approach with market linkage. Value Chain Clusters are managed by Value Chain Partners such as Farmer Producer Organizations (FPOs), cooperatives and other agencies. Under these clusters, farmers are provided free high-quality seeds upto area of 1 hectare each and training on good agricultural practices. The Mission also supports the establishment and upgradation of post-harvest infrastructure (oil mills) to improve recovery from primary and secondary sources. The Mission also focuses on improving the productivity of oilseed crops through Frontline Demonstrations (FLDs), Cluster Frontline Demonstrations (CFLDs) and Block-Level Demonstrations (BLDs) to help farmers adopt good agricultural practices and access essential inputs. The mission strengthens availability of certified seeds through 100% support for breeder seed production using seed rolling plan on the Central Seed Portal (SATHI).
