PROGRESS MADE UNDER PMAY-U IN WEST BENGAL
NO. 2224. SHRI AZAD KIRTI JHA:
Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to
state:
(a) the number of urban housing units completed along with the number
of those remaining incomplete under the Pradhan Mantri Awas
Yojana – Urban (PMAY-U) so far, especially in West Bengal;
(b) the details and the status of slum rehabilitation projects in major
cities and their integration with infrastructure services;
(c) the details of the measures taken to ensure affordable housing in
Tier-II cities and peri-urban areas; and
(d) whether the private sector and State Governments are being
engaged together in delivering these housing units and if so, the
details thereof?
ANSWER

(SHRI TOKHAN SAHU)
(a) to (d): Ministry of Housing and Urban Affairs (MoHUA) has been
implementing Pradhan Mantri Awas Yojana – Urban (PMAY-U) since
25.06.2015 with an aim to provide all weather pucca houses with basic
civic amenities to all eligible urban beneficiaries including slum dwellers
across the country. Based on the learnings from the experiences of
implementation of PMAY-U, MoHUA has revamped the scheme and
launched PMAY-U 2.0 ‘Housing for All’ Mission with effect from 01.09.2024
for implementation in urban areas across the country to construct,
purchase and rent a house by 1 crore additional eligible beneficiaries at
affordable cost in next five years. PMAY-U 2.0 is implemented through four
verticals i.e., Beneficiary Led Construction (BLC), Affordable Housing in
Partnership (AHP), Affordable Rental Housing (ARH) and Interest Subsidy
Scheme (ISS).

PMAY-U and PMAY-U 2.0 adopts a demand driven approach wherein
States/Union Territories (UTs) assess the requirement through their Urban
Local Bodies (ULBs)/Implementing Agencies in their respective
jurisdictions. Eligible citizens are also allowed to apply through Unified
Web Portal of PMAY-U 2.0 with all details on the portal. States/UTs/ULBs
validate the beneficiaries as per the eligibility criteria of the scheme
guidelines and selection/scrutiny of beneficiary lists are done at multiple
levels in the States/UTs. The Scheme Guidelines and Unified Web Portal
for submitting the online applications can be accessed through
https://pmay-urban.gov.in. Based on the demand survey and selection of
beneficiaries, the project proposals are prepared and approved by the
State Level Sanctioning and Monitoring Committee (SLSMC) headed by the
Chief Secretary of States/UTs for further consideration of release of
Central Assistance by the Central Sanctioning and Monitoring Committee
(CSMC).
Based on the project proposal submitted by States/UTs, a total of 122.28
lakh houses including 10.66 lakh under PMAY-U 2.0, have been sanctioned
by the Ministry, so far across the country including Tier-II cities and peri-
urban areas. Of the sanctioned houses, 114.84 lakh houses have been
grounded; of which 97.02 lakh are completed/delivered to the beneficiaries
as on 22.01.2026. Out of the total sanctioned houses under the schemes,
about 29 lakh houses have been sanctioned to slum dwellers. The State-
wise details of number of houses sanctioned, grounded and completed
including State of West Bengal are at Annexure. The progress of the
scheme can also be accessed on the PMAY-U dashboard
(https://dashboard.pmay-urban.gov.in).
Moreover, as per PMAY-U 2.0 guidelines, States/UTs are required to
formulate ‘Affordable Housing Policy’ and adopt key reforms to attract
private investment and create an enabling eco-system for augmenting the
affordable housing stock in the country.
Further, States/UTs are encouraged to ensure convergence of the scheme
with various other Centrally Sponsored Scheme and Missions including
Smart Cities Mission (SCM), AMRUT 2.0, PM SVANidhi, PM Surya Ghar: Muft
Bijli Yojana etc. and other relevant schemes for provision of related
infrastructure services. In addition, States/UTs are also encouraged to
explore convergence with relevant State schemes.
