Shri Bhumare Sandipanrao Asaram: Dr. Shivaji Bandappa Kalge: Will the Minister of RURAL DEVELOPMENT be pleased to state: (a) whether the Government has formulated any fast-track action plan or special strategy to achieve the targets ahead of the stipulated timeline in view of the current progress of rural housing under construction in various States under the Pradhan Mantri Awas Yojana-Gramin (PMAY-G); (b) if so, the details thereof, State-wise including Maharashtra; (c) whether the Government is undertaking coordinated efforts with the States to streamline provisions relating to acceleration of construction, availability of materials, payment processes and land verification; and (d) if so, the details thereof, State-wise including Maharashtra? ANSWER MINISTER OF STATE IN THE MINISTRY OF RURAL DEVELOPMENT (DR. CHANDRA SEKHAR PEMMASANI) (a) to (d): The Ministry of Rural Development is implementing the Pradhan Mantri Awaas Yojana- Gramin (PMAY-G) w.e.f. 1st April 2016 to provide assistance to eligible rural households for the construction of Pucca houses with basic amenities to achieve the objective of "Housing For All" in rural areas. The scheme seeks to provide assistance for the construction of 4.95 crore houses by 31.03.2029. As of 16.07.2026, a cumulative target of 4.18 crore houses have been allocated under the PMAY-G to the States and Union Territories (UTs) against which 3.92 crore houses have been sanctioned, 3.10 crore Page 1 of 4houses completed and 1.08 crore houses are remaining to be completed against allocated targets. The progress under the PMAY- G, State/UT wise, including the State of Maharashtra is given in Annexure. A number of steps have been taken by the Government to accelerate construction of houses in all States/UTs including Maharashtra, to achieve the targets under PMAY-G. These include timely allocation of targets and release of adequate funds to the States/UTs, Regular review of progress, Monitoring and supervision of the scheme on a Dashboard, Regular Workshops by the Ministry with the States/UTs, Rural Mason Training program, etc. The following steps have been taken to ensure availability of materials for construction of houses under PMAY-G: (i) The beneficiaries are assisted in house construction by States/UTs with a bouquet of suitable house design typologies; (ii) The States/ UTs have also taken necessary steps to ensure the sustained availability of good quality construction materials; (iii) Awaas SAKHI (Support Application for Knowledge, Help and Innovation) mobile application has been developed by Ministry to enhance access to PMAY-G by bringing essential information and resources in one place. Through the application, the information on available house design typologies, locally available BIS certified materials and trained rural masons is made available to the beneficiaries; (iv) The State/UT may tap into Corporate Social Responsibility (CSR) funding / funding from bilateral/multilateral agencies to promote environment friendly green construction designs, technologies and materials; and (v) Further, Self-Help Groups (SHG) can undertake production of quality building materials for supplying the same to the beneficiaries of PMAY-G at reasonable rates. Page 2 of 4Under the PMAY-G, release of payment of progress linked installments of assistance to the beneficiaries is using Aadhaar Payments Bridge. From FY 2025-26 onwards, the SNA SPARSH framework is being implemented under the PMAY-G for Real time System of Integrated Quick Transfers for scheme funds through an integrated framework of the Public Financial Management System (PFMS), State IFMIS and e-Kuber platform of Reserve Bank of India (RBI) in a progressive manner. This ensures more efficient cash management and achieving the goal of “Just–in–time” fund flow from both the Centre and State Consolidated Funds.
