SMITA UDAY WAGH: SHRI AVIMANYU SETHI: SHRI RAJKUMAR CHAHAR: SHRI NABA CHARAN MAJHI: SHRI JANARDAN MISHRA: SHRI SANJAY HARIBHAU JADHAV: SHRI ANUP SANJAY DHOTRE: SHRI RAHUL SINGH LODHI: Will the Minister of FOOD PROCESSING INDUSTRIES be pleased to state: (a) whether the Government has reviewed the progress made under Pradhan Mantri Kisan SAMPADA Yojana (PMKSY) in creating modern food processing infrastructure and value addition facilities and if so, the details thereof; (b) the number of projects sanctioned, completed and the employment generated through the scheme in the country including Damoh Parliamentary Constituency of Madhya Pradesh, Jalore and Sirohi districts of Rajasthan, Dakshina Kannada district of Karnataka and Nabarangpur Parliamentary Constituency of Odisha and Jalgaon Parliamentary Constituency of Maharashtra; (c) the steps taken to reduce post-harvest losses, promote Farmer Producer Organisations (FPOs) and to enhance farmer income; (d) the overall impact of the said scheme on food processing capacity, exports and growth of the sector; (e) whether any projects have been sanctioned or implemented under the scheme in Akola district and if so, the details thereof including the number of projects, amount of financial assistance sanctioned and released, employment generated, beneficiaries covered, present status of implementation and the measures taken to promote food processing industries in the district; and(f) whether the Government proposes to establish additional food processing and agro- value-addition infrastructure in Jalgaon Lok Sabha Constituency, if so, the details thereof? ANSWER THE MINISTER OF STATE FOR FOOD PROCESSING INDUSTRIES (SHRI RAVNEET SINGH) (a) & (b): The Ministry of Food Processing Industries (MoFPI) has been implementing the Pradhan Mantri Kisan Sampada Yojna (PMKSY), a Central Sector Umbrella Scheme, and the Government periodically reviews its progress. The scheme is aimed at creating modern food processing infrastructure and value addition facilities, strengthening the food processing sector, reducing post-harvest losses, enhancing the processing and preservation of agricultural produce, generating employment, and providing better remuneration to farmers. As on 30.06.2026, 1,735 projects have been approved under its various component schemes, of which 1,256 have been completed, creating 9.16 lakh employment opportunities across the country, including in the Damoh Parliamentary Constituency of Madhya Pradesh, the Jalore and Sirohi districts of Rajasthan, the Dakshina Kannada district of Karnataka, the Nabarangpur Parliamentary Constituency of Odisha, and the Jalgaon Parliamentary Constituency of Maharashtra. While the details of approved projects in Jalore district of Rajasthan, Dakshin Kannada district of Karnataka, and Nabarangpur Parliamentary Constituency of Odisha are at the Annexure, no projects have been approved in the district of Damoh and district of Sirohi as on date. (c): The component schemes under PMKSY provide financial assistance in the form of grants-in-aid for creating modern food processing and preservation infrastructure—including cold storages and refrigerated vehicles—specifically aimed at reducing post-harvest losses and enhancing value addition. The creation of such infrastructure enhances demand for agricultural produce, which in turn leads to better price realization and improved farmers' income. As on 30.06.2026, 1,256 projects are operational under PMKSY, benefiting about 37.76 lakh farmers. PMKSY is a demand-driven scheme, and applications are invited from all eligible applicants, including Farmers Producing Organisations (FPOs), through Expression of Interest (EoI), with special benefits being extended to promote FPO category applicants as detailed below: i. Grants-in-aid in the form of subsidy at 50% of the eligible project cost, as compared to 35% in general/difficult areas, and in the case of the Food Safety and Quality Assurance Infrastructure (FSQAI) scheme, the subsidy/grant-in-aid is at 70%, as compared to 50% in general areas; ii. Lower equity contribution – 10% required, as against 20% for others; iii. Lower minimum credit/loan requirement – 10% required, as against 20% for others; andiv. Lower net-worth requirement, i.e., equal to the grant-in-aid sought, in comparison to 1.5 times for General Category applicants. (d): Under PMKSY, as on June 2026 a total processing and preservation capacity of 294.21 Lakh Metric Tonnes /Annum has been created, boosting the growth and exports of the food processing sector. (e) & (f): To date, no project has been approved in Akola district under PMKSY. MoFPI does not establish food processing infrastructure on its own but rather extends financial assistance for setting up such infrastructure across the country. Since PMKSY is a demand- driven scheme, applications are invited through Expression of Interest (EoI) from all over the nation, including the Jalgaon Lok Sabha Constituency, and crucially, funds are not allocated, sanctioned, or released on a State-wise basis under any of its component schemes.
