(a) whether project proposals have been received from States/UTs under the Detailed
Project Report (DPR) component of PM-RKVY during the last five years for areas such as
Climate Resilient Agriculture, Horticulture Clusters, Seed Testing Laboratories,
development and modernisation of State Seed Farms and Nurseries, marketing and post-
harvest infrastructure and State laboratories for testing pesticide residues;
(b) if so, the details thereof including the status of proposals received, approved, rejected
and pending, year-wise and State-wise, with district-wise details for Andhra Pradesh
including Kakinada;
(c) the details of funds for approved proposals, including amounts sanctioned, released
and utilised, year-wise and State-wise, with district-wise details for Andhra Pradesh
including Kakinada; and
(d) the details of infrastructure projects approved under the said proposals, along with the
present status of their physical progress?

(a): The main objective of Pradhan Mantri - Rashtriya Krishi Vikas Yojana (PM-RKVY) is
to provide flexibility & autonomy to States for implementing projects as per the local and
farmers’ needs and priorities in agriculture sector to enhance production and productivity
for making farming as a remunerative economic activity. The Detailed Project Report
(DPR) under the Rashtriya Krishi Vikas Yojana is a gap-filling exercise to address critical
requirements in the agriculture and allied sectors. The Annual Action Plan (AAP) is
prepared by the State Government and recommended every year by the State Level
Sanctioning Committee (SLSC), chaired by the Chief Secretary of the concerned State.
The recommendations of AAP are placed before the Project Approval Committee (PAC)
for consideration and approval. The PAC examines and approves the projects based on
priority and availability of funds.
(b) to (d): The details of district-wise expenditure are not maintained centrally. The details
of the funds released under the Detailed Project Report (DPR) component of RKVY to the
various states including Andhra Pradesh are enclosed at annexure-I.Annexure-I
