Will the Minister of RURAL DEVELOPMENT be pleased to state:
(a) the total number of road projects sanctioned, completed and
pending under Pradhan Mantri Gram SadakYojana (PMGSY) in
the country during the last five years, State and Year-wise;
(b) the details of road projects sanctioned and completed, State-
wise including Kerala particularly in the AlathurLokSabha
Constituency;
(c) whether the Government has identified delays in project
implementation and if so, the reasons for such delays and the
measures taken to address them, State-wise;
(d) whether there is any proposal to widen the scope of PMGSY to
include maintenance of rural roads and link roads to tribal and
remote areas, if so, the details thereof; and
(e) the details of the funds allocated, released, and utilised under
PMGSY during the last three years, State-wise?

(a) & (b): The total number of rural road projects sanctioned,
completed and pending under Pradhan Mantri Gram SadakYojana
(PMGSY) in the country during last five years, State and Year wise
including Kerala and AlathurLokSabha Constituency may be
accessed at programme website www.omms.nic.in > Progress

(c): Out of total sanctioned length of 8,25,384 Km under PMGSY,
total 7,60,471 Km has already been completed till 31.07.2025 under
various interventions of PMGSY. A total of 47,727 Km is balance to
be constructed at various stages of execution. The timeline for
Page 1 of 4completion of ongoing projects under PMGSY III has been revised
from March, 2025 to March, 2026 based on requests received from
several States.
The reasons for delay in completion of some projects are delay
in award of projects by the State, delay in forest clearance, lack of
response by contractors and difficult working conditions for a
number of projects, especially those falling in areas affected by left-
wing extremism.
State Governments are advised through various Regional Review
meetings, Performance Review Committee meetings & Empowered
Committee meetings to take necessary action to expedite timely
completion of road works under PMGSY. The following steps in this
regard have been taken by the Ministry:
i. States have been requested to augment executing capacity
and contracting capacity and their compliance in this regard is
regularly reviewed.
ii. Bidding document provisions have been rationalized.
iii. Training is imparted to field engineers and contractors as well
as their staff for capacity building.
iv. Regular and structured review of physical & financial
parameters is conducted at regular interval in various zones
for a cluster of states of that zone.
(d): The Union Cabinet on 11th September, 2024 approved
implementation of the Pradhan Mantri Gram SadakYojana - IV
(PMGSY-IV) during FY 2024-25 to 2028-29. Under the programme,
financial assistance is to be provided for the construction of 62,500
Kms road for providing new connectivity to eligible 25,000
unconnected habitations of population size 500+ in plains, 250+ in
NE & Hill Sates/UTs, special category areas (Tribal Schedule V,
Aspirational Districts/Blocks, Desert areas) and 100+ in Left Wing
Extremism (LWE) affected districts as per Census 2011 and
construction/ upgradation of bridges on the new connectivity roads.
Total outlay of this scheme will be Rs. 70,125 crore. The PMGSY-IV
Guidelines have been formulated and circulated to all States/ UTs
during December, 2024.
Under PMGSY, maintenance of rural roads is the responsibility
of the State/ UT Governments. The Ministry had issued guidelines
for maintenance of roads constructed under the programme. Under
PMGSY, roads are covered under a 5-year maintenance contract to
be entered into along with a construction contract with the same
Page 2 of 4contractor as per the Standard Bidding Document (SBD). Since the
design life of PMGSY roads is ten years, the States have to
undertake further five years of maintenance. A MoU has been signed
with States/UTs to emphasize on maintenanceof roads constructed
under PMGSY. The Ministry has alsoimplemented e-MARG i.e.
software module for maintenance payments to the contractor during
the defect liability period. The post five-year construction module of
eMARG incorporates initial rehabilitation, renewal, pre- renewal
routine maintenance, post-renewal maintenance and emergency
repair works, as required. Maintenance funds to service the
contract are required to be budgeted by the State Governments and
placed at the disposal of the State Rural Roads Development
Agencies (SRRDAs) in a separate maintenance account. On expiry
of this 5 year postconstruction maintenance, PMGSY roads are
required to be placed under Zonal maintenance contracts consisting
of 5 year maintenance including renewal as per cycle, from time to
time.
(e): The details of the central share of funds released by the
Government of India for implementation of PMGSY and expenditure
incurred (including State share) during each of the last three years
State-wise are given as Annexure.
