Parliament Question: Projects under PMKSY in Tamil Nadu

GOVERNMENT OF INDIA MINISTRY OF FOOD PROCESSING INDUSTRIES RAJYA SABHA UNSTARRED QUESTION NO. 878 ANSWERED ON 06TH FEBRUARY, 2026 PROJECTS UNDER PMKSY IN TAMIL NADU 878. SHRI R. GIRIRAJAN: Will the Minister of FOOD PROCESSING INDUSTRIES be pleased to state: (a) the total number of projects sanctioned under the Agro Processing Clusters, Food Testing Labs scheme, Mega Food Parks scheme and the total number of projects operational in the country, State-wise; (b) the steps taken by Government to allocate more funds under the Pradhan Mantri Kisan Sampada Yojana (PMKSY) and provide a single window system to clear all the statutory clearances needed for the establishment the projects and make it operational; and (c) the total list of projects implemented in Tamil Nadu under the Pradhan Mantri Kisan Sampada Yojana (PMKSY) in the last three years, year-wise? ANSWER THE MINISTER OF STATE FOR FOOD PROCESSING INDUSTRIES (SHRI RAVNEET SINGH) (a): The Ministry of Food Processing Industries (MoFPI) has been implementing a Central Sector Umbrella Scheme Pradhan Mantri Kisan Sampada Yojna (PMKSY). The state-wise details indicating number of projects sanctioned and operationalised/completed in the country under the PMKSY component schemes of Agro Processing Clusters, Food Testing Labs and Mega Food Parks are at Annexure-1. (b): In order to assess the needs and requirements of the sector, MoFPI undertakes ‘Third Party Impact Evaluation studies’ for the PMKSY component schemes before the start of next Finance Commission Cycle (FCC). The total scheme outlay for the next FCC is proposed based on the recommendations of the impact evaluation studies and the assessment of the project proposals received, approved and completed and ongoing during the current Finance commission Cycle. For the 16th FCC also, the Ministry has proposed an enhanced budget outlay for the PMKSY scheme. The Project Implementation Agencies are required to obtain all statutory clearances from the respective states/ Union Territories and its agencies (including the Revenue Authority, Town Planning, Electricity Authority, Water Authority, Pollution Control Board, Licensing Authority, etc.), which comes mainly under the purview of States/ Union Territories. Many of the states/ Union Territories have implemented or are in the process of implementing online single window clearance portal/ system for necessary approvals for establishing units/industries including food processing units. However, the responsibility of execution, ownership and management of the projects supported under PMKSY vests with the Project Implementing Agency (PIA) to make the project operational.
