Projects under Special Assistance to States for Capital Investment Scheme
4865. Shri G M Harish Balayogi:
Will the Minister of FINANCE be pleased to state:
a) the details regarding projects approved under the Special Assistance to States for Capital
Investment Scheme (SASCI) since inception, sector-wise and State/UT-wise, including the
year of approval and total sanctioned project cost;
b) the classification of such projects under various components of the said Scheme, State/UT-
wise and year-wise;
c) the amount sanctioned, released and utilised under the said Scheme since inception,
State/UT-wise and year-wise;
d) the present status of implementation of approved projects, indicating the number of
projects completed, under implementation and yet to commence, State/UT-wise;
e) the number of projects that have undergone cost revision, timeline extension or are facing
implementation constraints, along with the reasons therefor, State/UT-wise;
f) the details of projects undertaken under the said Scheme towards meeting the State share
of Centrally Sponsored Schemes, State/UT-wise and year-wise; and
g) the monitoring and evaluation mechanism adopted by the Government for timely execution
and assessment of outcomes of projects under the said Scheme?

(a) to (c): The details of projects approved under the scheme for Special Assistance to States for
Capital Investment (SASCI) since inception, year wise and State/UT wise, including amount
approved, released, and utilized is enclosed as Annexure I. The projects pertain to various sectors
such as roads, buildings, health, irrigation, power etc.
Component/part wise details of projects approved under SASCI are enclosed as Annexure II.(d) to (e): The state governments/UT Administration are responsible for timely execution of the
projects approved under SASCI. Some of the reasons for cost revision, timeline extension and other
implementation constraints include limited working season in some states due to rainfall/snowfall,
delay in finalization of tenders, and delay due to local issues.
(f): The details of projects/schemes undertaken under SASCI towards meeting the State share of
Centrally Sponsored Schemes/Central projects, State/UT-wise and year-wise, are enclosed as
Annexure III.
(g): The monitoring and evaluation of projects approved under SASCI to ensure their timely
execution and assessment of their outcomes is the responsibility of the state government concerned.
The amount released in a financial year under SASCI has to be utilized by the state government/UT
Administration in the same financial year. Release of funds under SASCI in a financial year is based
on the Utilization Certificate (UC), signed and submitted by Principal Secretary/Secretary of the
Finance Department of the state government, for the funds released under SASCI in the previous
financial year. Further, the amount remaining unutilized in previous financial year as per UC is
deducted from the amount approved under SASCI in the next financial year.
