Executive Summary & Key Takeaways

**Policy Summary: Handloom Sector Promotion in India** This document summarizes the Indian government's initiatives to promote the handloom sector, as detailed in Lok Sabha Unstarred Question No. 3742, scheduled for response on August 12, 2025. The Ministry of Textiles, through the Office of the Development Commissioner for Handlooms, implements schemes such as the National Handloom Development Programme and the Raw Material Supply Scheme. These schemes provide financial assistance to eligible handloom agencies and weavers for various purposes, including: raw materials, upgraded looms and accessories, solar lighting units, workshed construction, skilling, product design development, technical and common infrastructure, domestic and international marketing, concessional loans under the Weavers MUDRA scheme, and social security. A key component of the government's strategy is providing marketing platforms for handloom agencies and weavers to directly sell their products. This is achieved through organizing expos across the country, participation in crafts melas (including the Dilli Haat program), and the operation of an e-commerce portal, www.indiahandmade.com, dedicated to online marketing of handloom products. The Handloom Export Promotion Council facilitates export promotion through participation in international marketing events, fairs, India International Trade Fair, Buyer Seller Meets, Reverse Buyer Seller Meets, Big Ticket events, and Bharat Tex. The following table details the number of marketing events/exhibitions organized and the financial assistance provided over the past three years and the current year (as of July 2025): | Financial Year | No. of Expos/Events (Domestic & International) | Amount Released (INR in Lakhs) | |---|---|---| | 2022-23 | 230 | 3,202.62 | | 2023-24 | 174 | 4,229.93 | | 2024-25 | 184 | 3,571.31 | | 2025-26 (as of July 2025) | 101 | 1,711.32 |
