ANSWER पेट(cid:332)ोिलयम और (cid:366)ाकृ ितक गैस मं(cid:361)ी ((cid:373)ी हरदीप िसंह पुरी) MINISTER OF PETROLEUM AND NATURAL GAS (SHRI HARDEEP SINGH PURI) (a) to (c): A Statement is laid on the Table of the House.STATEMENT REFERRED TO IN REPLY TO PARTS (A) TO (C) IN RESPECT OF LOK SABHA STARRED QUESTION NO. 199 FOR REPLY ON 12.02.2026 REGARDING PROMOTION AND STRENGTHENING OF CNG/PNG SERVICES ASKED BY SHRI SANATAN PANDEY (a) to (c) Providing Piped Natural Gas (PNG) connections and establishment of Compressed Natural Gas (CNG) stations are part of development of City Gas Distribution (CGD) Networks. The same is carried out by the entities authorized by the Petroleum and Natural Gas Regulatory Board (PNGRB) as per their Minimum Work Programme (MWP). PNGRB has authorized entities for development of CGD network in 307 Geographical Areas (GAs), covering the entire mainland area for the development of CGD network across the country, including rural and backward areas of Uttar Pradesh.The expansion of CGD network is a continuous process. PNGRB has authorized 43 GAs (including 1 GA spread over Madhya Pradesh & Uttar Pradesh, 1 GA spread over Uttarakhand & Uttar Pradesh, 1 GA spread over Bihar & Uttar Pradesh and 1 GA spread over Rajasthan & Uttar Pradesh) covering entire state of Uttar Pradesh (including rural and backward areas) for development of CGD network.GA-wise details for MWP target of PNG (D) connections and CNG stations in the state of Uttar Pradesh, as on 30.11.2025, are at Annexure. The spread of natural gas in the country (including in Uttar Pradesh) is also facilitated by the development of National Gas Grid which supports the GAs to access gas. PNGRB is the authority to grant authorization to entities to lay, build, operate and expand Natural Gas Pipelines (NGPL). PNGRB has authorized approximately 34200 km of NGPL network which include common carrier, spur line, tie-in connectivity and dedicated pipeline across the country to various entities out of which 25923 km have been made operational as on 30.09.2025. Upon completion of balance pipeline, which is under construction, the National Gas Grid will connect all major demand centres. This would ensure availability of Natural Gas across all regions (including rural and backward areas) and facilitate downstream development of CGD networks, and also potentially help to achieve uniform economic and social progress. To promote CNG (T) and PNG (D) segment of CGD Sectoracross the country (including in rural and backward areas), Government have taken various steps which, inter-alia, includes allocating domestic gas on priority basis to CNG (T)/ PNG(D); diverting domestic gas from non- priority sectors to meet the requirement for CNG (T)/PNG(D) sector, expansion of CGD network, grant of Public Utility Status to CGD projects, notification for supply of domestic gas through available mode (including cascade mode) for CNG(T)/ PNG(D) purpose, allocating domestic natural gas for CNG (T) and PNG (D) segments on a two-quarter advance basis, expansion of National Gas Grid Pipeline, setting up of Liquefied Natural Gas (LNG) Terminals, Sustainable Alternative Towards Affordable Transportation (SATAT) initiative to promote Bio- CNG. Government has also notified that gas produced from discoveries in Deepwater, Ultra Deepwater and High Pressure-High Temperature areas, in any situation which may requireproportionate distribution of the gas offered under the bidding process, the contractor shall offer gas to bidders belonging to CNG (T)/ PNG (D) sector on priority. PNGRB has rationalised the Unified Tariff by reducing tariff zones from three to two and notified transportation tariffs of Rs. 54/MMBTU for Zone-1 (up to 300 km) and Rs. 102.86/MMBTU for Zone-2 (beyond 300 km), effective from 01.01.2026. Zone-1 tariff has been extended nationwide for CNG (T) and PNG (D), resulting in nearly 50% reduction in transportation charges for consumers beyond 300 km. This reform further improves affordability and equity in access to natural gas. PNGRB, in collaboration with CGD entities, has launched the National PNG Drive 2.0 from 1st January 2026 to 31st March 2026. The initiative aims to ensure optimal utilization of existing infrastructure, promote new connections and activate non-billed customers, with an overall objective to increase the usage of natural gas across the diverse user categories. As part of PNGRB’s National PNG Drive 2.0, all authorized entities in Uttar Pradesh are actively undertaking targeted consumer outreach and promotional initiatives which inter alia includes enhanced stakeholder engagement, consumer outreach, and operational focus across the GA to accelerate the adoption of domestic PNG connections. The above initiatives have led to provisioning of more than 1.58 Crore PNG Domestic (PNG (D)) connections, establishment of more than 8400 CNG stations and laying of over 6.29 lakh inch-km pipeline. Government have taken several initiatives to utilise agricultural residue and waste for green fuel production in the country, which inter-alia includes Pradhan Mantri JI-VAN Yojana for advanced biofuel production and Sustainable Alternative Towards Affordable Transportation (SATAT) to promote CBG production from biomass, cattle dung, and organic waste. With the objective of promoting rural economy, the Government have been laying emphasis on setting up Compressed Bio Gas (CBG) plants in the rural areas under the Galvanizing Organic Bio-Agro Resources Dhan (GOBARdhan) initiative using agricultural waste, animal waste, press mud, etc. as feedstock (mainly found in rural areas). This facilitates localized CBG generation and supports rural employment and entrepreneurship. The role of the Government is to create an enabling ecosystem for CBG projects. The establishment of CBG plants is undertaken by entrepreneurs and other interested entities based on their own techno- commercial assessment.
