Dr. Nishikant Dubey: Will the Minister of Ayush be pleased to state: (a) the details of efforts made by the Government to promote Ayurveda and other systems of AYUSH in the regions of the country, where a large chunk of population depends on traditional medical practices; and (b) the number of Institutes and training centres related to Yoga, Naturopathy, Unani etc. proposed to be set up in the country, State/UT-wise, especially in Jharkhand? ANSWER THE MINISTER OF STATE (IC) OF THE MINISTRY OF AYUSH (SHRI PRATAPRAO JADHAV) (a) With the view to fulfil the mandate of promotion and propagation of Ayush System of Healthcare, the Ministry implements a Central Sector Scheme for Promotion of Information Education and Communication (IEC) in Ayush. Under this Scheme, Ministry organises National/State level Arogya Fairs, Yoga Fests/Utsavs, Ayurveda Parvs, Celebrate important days of Ayush system, Participate in Health fairs/melas, Exhibitions etc, Provide financial assistance for organising seminars, workshops, conferences and conduct multimedia campaigns etc. to create awareness among citizens regarding Ayush system of health care and healing. Besides, the Ministry is implementing the Centrally Sponsored Scheme of National Ayush Mission (NAM) through State/UT Governments for development & promotion of Ayush System in the country and providing financial assistance to them as per the proposal received in their State Annual Action Plans (SAAPs). State/UT Governments may avail financial assistance by submitting proposals through State Annual Action Plans (SAAPs) as per NAM guidelines. Moreover, for the purpose of promotion of Ayurveda and other systems of AYUSH, Ministry of Ayush has established 05 (five) Research Councils of AYUSH (Ayurveda, Yoga& Page 1 of 8Naturopathy, Unani, Siddha and Homeopathy) and 12 (twelve) National Institutes, as per details at Annexure-I. These Councils/Institutions alongwith their peripheral institutes/units/centres are providing treatment through General Outpatient Department (OPD), Reproductive and Child Health (RCH) OPD, Geriatric OPD, Non-Communicable Disease (NCD) Clinic etc. and also engaged in awareness activities to promote Ayush. The details of activities to promote Ayush by Research Councils and National Institutions under the Ministry of Ayush are mentioned at Annexure-II and Annexure-III respectively. CCRAS has been engaged in popularizing the Ayurveda system among the masses through electronic and print media for common people in English, Hindi, and regional languages, which are widely distributed through National/State level Arogya Melas, Health camps, exhibitions, expos, etc., and also through CCRAS outreach programs viz. Schedule Caste Sub Plan (SCSP) Research Program, Tribal Health Care Research Program (THCRP), etc., in different states of the country through its robust 30 peripheral institutes. The Council website is also generally embodied with IEC materials and hyperlinked with other important websites that provide information for wider utility. The Council has three journals named Journal of Drug Research in Ayurvedic Sciences (JDRAS), Journal of Research in Ayurvedic Sciences (JRAS), and Journal of Indian Medical Heritage (JIMH) which is also available electronically in the public domain free of cost to enable dissemination of the outcomes of research among the public. The CCRAS is also publishing CCRAS Bulletin quarterly for the dissemination of Research outcomes in common languages for the general public. So far, the Council has published books, monographs, and technical reports, and they are being sold or distributed to disseminate research outcomes and merits of Ayurveda at large. (2) Central Council for Research in Siddha (CCRS) under Ministry of Ayush is conducting research in Siddha system of medicine and provides health care facilities for various through its 9 Peripheral Institutes / Units of CCRS. (3) The Central Council for Research in Unani Medicine (CCRUM) has taken various steps to promote and popularize the Unani Medicine in the country by different methods e.g. providing treatment through General OPD, RCH OPD, Geriatric OPD, NCD Clinic etc. conducted by 21 Clinical Institutes / Units of the Council. The Council is also promoting Unani Medicine through Arogyas, Health Melas, Health Camps, and Exhibitions etc. Besides the school health programme and clinical mobile research programme, Schedule Caste Sub Plan (SCSP) /TSP mobile health program is being carried out by the Council. Under this programme, villages having SC/ST population have been selected to create awareness for preventive aspects of different diseases and to provide treatment to the patients through different centres of the Council. (4) Central Council for Research in Homoeopathy (CCRH) is undertaking research in homoeopathy on scientific footing through its 27 institutes/ units and 6 treatment centres across the country which undertake research in the aforementioned fields. For promotion of Homoeopathy, CCRH has taken initiative to link Homoeopathy along with mainstream healthcare set-up by undertaking various Public Health programmes which are as under:- Page 4 of 8• Swasthya Rakshan program (SRP) was undertaken through 11 institutes adopting 55 villages under the Council. In the said program local population are being provided health care at their doorstep. • Schedule Caste Component plan (SC Component plan) Health camps were undertaken at Schedule Caste dominated villages at 21 centres under CCRH covering 40 villages. • Central Council for Research in Homoeopathy (CCRH), participates, organizes and coordinates awareness related activities for the promotion of Homoeopathy across the country. • CCRH is regularly participating in national/ state level Arogya Melas/ Health camps/ exhibition to promote homoeopathy amongst general masses organized by Ministry of AYUSH. • As part of Information Education and Communication program, Council has developed information and education material for the public which are distributed free to the public in Exhibitions/Health Melas / Seminars etc. • Health Camps are undertaken at SC dominated villages to poularize homoeopathy in these areas. • CCRH also promotes Homoeopathy through social media, such as facebook pages, twitter account, etc. • Participating in poshan maha abhiyan through its centers • Participating in the activities related to Azadi ka Amrit Mahotsav. • Providing healthcare services through the OPDs/IPDs of the above institutes/units and treatment centres. (5) The efforts being made by the Central Council for Research in Yoga & Naturopathy (CCRYN) to promote Yoga & Naturopathy in country is as under: Central Research Institutes of Yoga and Naturopathy (CRIYN):- • Andhra Pradesh - 01 • Assam - 01 • Chhattisgarh - 01 • Delhi - 01 • Haryana - 01 • Karnataka - 01 • Kerala - 01 • Odisha - 01 10 Centre for Mind Body Intervention through Yoga: CCRYN has setup Centre for Mind Body Intervention through Yoga (CMBIY) • AIIMS Delhi - 01 • AIIMS Bhopal - 01 • AIIMS Jodhpur - 01 • AIIMS Raipur, Chhattisgarh - 01 • AIIMS, NCI, Jhajjar, Haryana - 01 • AIIMS Rishikesh, Uttarakhand - 01 • PGI Chandigarh - 01 • S-Vyasa, Bengalore - 01 • NIMHANS, Bengalore - 01 • Bibinagar, Telangana - 01 Page 5 of 8Annexure-III Details of activities to promote Ayush by National Institutes The National Institute of Ayurveda (NIA) is an apex Institute of Ayurvedic learning in Ayurveda and is attracted by students all over India because of its huge infrastructure, staff position and other expanded activities. The Hospital is an National Accreditation Board for Hospitals & Healthcare Providers accredited one having more than a dozen specialty Clinics, world class Panchakarma Unit, central Laboratory, fully equipped Operation Theatres, etc. The Hospital services are further expanded for which a multistoried Building is being constructed in the Campus. Various promotional activities are also distribution of IEC materials, conducting trainings, workshops, seminars both National and International, assisting the Ministry of AYUSH in the promotion of Ayurveda globally by deputing its experts to various countries etc. NIA has a 300 Bedded Hospital with various Specialty Centers like Panchakarma, Kshara Sutra, Diabetic Clinic, De-Addiction Centre, etc. through which treatments, consultations, management etc. for various diseases and disorders are being carried out. Most of the Medicines facilities are also available in the Central Laboratory. The Institute has a Satellite Hospital in which OPD services are provided. A separate Hospital, presently with OPD services, has been started for the benefit of SC population in the state of Rajasthan under SCSP Scheme. All these activities are being strengthened every year with addition of more medicines, diagnostic facilities, equipment’s and instruments needed for Hospital, manpower etc. The Institute distributes Handbills, Pamphlets, Information Booklets containing propagation materials on Ayurveda like Do’s and Don’ts for managing sound physical and mental health, daily routines, Panchakarma therapies, Lifestyle Managements, De-addictions, Yoga Exercises, etc. and also about various academic, patient care and other activities of the Institute. These IEC Materials are distributed in the Hospitals of the Institute to patients, their attendants and also during the organization of various Arogya Melas in the Country. The Institute also organized various Ayurveda Awareness Camps, Treatment Camps, Melas etc. Frequently in the city and also in remote areas during the course of medical camps. These activities help in creating awareness and increasing popularity on Ayurveda among the general public. North Eastern Institute of Ayurveda and Homoeopathy (NEIAH) has taken various steps to promote AYUSH system of medicine in Ayurveda, Homeopathy and Yoga etc. In this connection, the Institute regularly gives free consultation in the Institute Hospitals (both OPD & IPD) and conducting free Medical & Awareness Camps at villages, schools, Govt. Department Military personnel and at community levels. NEIAH organized National Seminars/ workshops, Panel discussions, Doctor se Mileye in All India Radio, Shillong in English, Hindi and Regional Language (Khasi), TV Talks shows on Ayurveda in Doordarshan Kendra, Shillong etc,. NEIAH has also opened a Peripheral OPD in Ayurveda and Homoeopathy OPD at Smit areas, East Khasi Hills district of the State of Meghalaya to promote Ayurveda and Homoeopathy. The Institute also conducted a Health camps under the Pradhan Mantri Janjati Adivasi Nyaya Maha Abhiyan (PM-JANMAN) programmes. The Institute is also running Bachelor of Ayurvedic Medicine and Surgery (BAMS) and Bachelor of Homeopathic Medicine and Surgery (BHMS) courses, One-year Panchakarma Technician Page 6 of 8Certificate. Panchakarma Therapy Training to Medical Officers (Ayurveda) of neighbouring States is also undertaken by NEIAH. Institute of Teaching and Research in Ayurveda (ITRA), Jamnagar is catering to the needs of large population in the city of Jamnagar. The institute runs a well-equipped hospital with all the facilities and good quality medicines. The Institute has National Accreditation Board for Testing and Calibration Laboratories (NABL) accredited laboratories which cater to the needs of the ailing community. This all is done at a nominal cost. All India Institute of Ayurveda (AIIA), New Delhi has initiated various activities for the promotion of Ayurveda through education, Patient care and Research. A. Education: • The institute offers Post graduation and Doctoral degrees in twelve disciplines of Ayurveda. • The institute periodically organized national conferences to promote intellectual discourse and strategize integration and promotion of Ayurveda nationally and globally. • The institute has created start-up ecosystem through iCAINE for promoting innovation and entrepreneurship opportunities among scholars. B. Patient Care: • The All India Institute of Ayurveda has 200 bedded tertiary care NABH accredited hospital with functional ICU with daily foot fall of approx. 1500 patients. • The institute has established integrated oncology, chest diseases, metabolic diseases, Lifestyle diseases, Rheumatology, Skin clinics. • The institute has established 44 specialty outpatient departments, through which integrated treatments are being given. • AIIA has established extension centers at strategically important locations across India, Like in the premises of Supreme courts of India, AT Lal Bahaddur Shastri Academy of Administrative Training, Mussoorie, Statue of Unity at Kevadia, Gujarat, IIT Delhi. • AIIA has established functional integrated cancer clinic and research center at AIIMS, Jajjhar, and Integrative medicine at Safdurjung Hospital, VM Medical College, New Delhi. C. Research: • All India Institute of India in its mandate has prioritized to undertake interdisciplinary research focused on establishing the validity of Ayurveda medicine through advanced research methodology at par with the existing national and international standards/ guidelines to generate high quality evidence. North Eastern Institute of Ayurveda & Folk Medicine Research (NEIAFMR) has started an Ayurveda college with an intake of 30 students in 2024-25. Also various activities like Health Camps, National Events are carried out regularly. The National Institute of Siddha (NIS), Chennai, actively promotes and popularizes the Siddha system of medicine through a multi-pronged approach, with a strong focus on clinical service delivery, outreach, academic engagement, and integrative collaboration. Page 7 of 8Rashtriya Ayurveda Vidyapeeth (RAV) offers a one-year full-time course, Certificate of Rashtriya Ayurveda Vidyapeeth (CRAV) under the Guru-Shishya Parampara traditional methodology of teaching. RAV programme for Ayurvedic doctors and also conducts various training programs on a national level, promoting Ayurveda education and research. National Institute of Homoeopathy (NIH) has made the following efforts to promote Homoeopathic system of medicine: • The National Institute of Homoeopathy situated in Block GE, Sector 3, Salt Lake is running 13 OPD with 100 bedded NABH accredited hospital. The in-take capacity of NIH, Kolkata in BHMS (UG) course is 126 students and for MD (Hom.) (PG) course is 47 students. • Further to cater the rural patients, NIH is functioning 10 peripheral OPDs in and around West Bengal. • National Institute of Homoeopathy, Narela situated at New Delhi which is an extension of NIH, Kolkata for catering for the patients in and around Narela. The intake capacity of NIH, Delhi in MD (Hom.) (PG) course is 49 students. • NIH participates in Arogya Mela, Gangasagar Mela, School health checkups, etc. to make aware the public of the Homoeopathic system of medicine. • Distribution of IEC materials on Homoeopathy, Publishing Bulletin and peer-reviewed journals, etc. NIH, Kolkata provides Homoeopathic consultation every Tuesday at Centenary Hospital, Syama Prasad Mookerjee Port, Kolkata along with main-stream medicine. National Institute of Unani Medicine (NIUM) Bangalore regularly participates in the programmes initiated by Government for its promotion like Arogya Melas and health awareness camps etc. Co-location of Ayush centres in primary & secondary healthcare.
