Promotion of AYUSH in Bihar

Will the Minister of AYUSH be pleased to state:
(a) the details of the efforts being made/proposed to be made by the Government to promote
Ayurveda and other systems of AYUSH in Bihar;
(b) the details of the total number of institutes and training centres related to Yoga, Naturopathy
and Unani functional in Bihar, district-wise;
(c) whether the Government proposes to set up more such institutes and training centres in the State
during the current financial year;
(d) if so, the details thereof, district-wise and stream-wise;
(e) whether opening of AYUSH hospitals in various districts of Bihar are pending for a long time;
and
(f) if so, the details thereof along with the reasons therefor?

(a) Ministry of Ayush is implementing the Centrally Sponsored Scheme of National Ayush Mission
(NAM) since 2014 through State/UT Governments including Bihar and supporting their efforts for
overall development and promotion of Ayush system including Ayurveda in the country by
providing financial assistance under different activities as per provision of NAM guidelines against
the proposals received through State Annual Action Plans (SAAPs). The Mission inter-alia makes
provision for the following activities: -
(i) Ayush Health & Wellness Centres now renamed as Ayushman Arogya Mandir (Ayush).
(ii) Co-location of Ayush facilities at Primary Health Centres (PHCs), Community Health Centres
(CHCs) and District Hospitals (DHs).
(iii) Upgradation of existing standalone Government Ayush Hospitals.
(iv)Upgradation of existing Government/Panchayat/Government aided Ayush
Dispensaries/Construction of building for existing Ayush Dispensary (Rented/ dilapidated
accommodation)/Construction of building to establish new Ayush Dispensary in the area where
there are no Ayush facilities available.
(v) Setting up of upto 10/30/50 bedded integrated Ayush Hospitals.
(vi) Supply of essential drugs to Government Ayush Hospitals, Government Dispensaries and
Government/Government aided Teaching Institutional AYUSH Hospitals.
(vii) Ayush Public Health Programmes.
(viii) Establishment of new Ayush colleges in the States where availability of Ayush teaching
institutions is inadequate in Government Sector.
(ix) Infrastructural development of Ayush Under-Graduate Institutions and Ayush Post-Graduate
Institutions/ add on PG/ Pharmacy /Para-Medical Courses.
Further, the Ministry of Ayush also implements a Central Sector Scheme for Promotion of
Information, Education and Communication (IEC) in Ayush to create awareness regarding Ayush
Systems of Medicine. This scheme aims to reach out to all sections of the population across the
country and under this Scheme, Ministry organizes National/State level Arogya Fairs, Yoga
Fests/Utsavs, Ayurveda Parvs, Celebrate Important Days of Ayush Systems including Ayurveda
day, Participate in Health Fairs/ Melas & Exhibitions, Provide financial assistance for organizing
seminars, workshops, conferences and conduct multimedia campaigns etc.
(b) An Educational Institution by the name of Government Tibbi College & Hospital in the district
of Patna and 333 Unani dispensaries are functioning in different districts of the Bihar. Further,
Regional Ayurveda Research Institute (RARI), a peripheral institute of Central Council for
Research in Ayurvedic Sciences and Regional Research Institute of Unani Medicine, a peripheral
institute of Central Council for Research in Unani Medicine, which are Autonomous Bodies under
Ministry of Ayush are functioning in the Patna district of Bihar.
(c) & (d) Public Health being a State subject, setting up of institutes and training centres related to
Yoga, Naturopathy and Unani in the State of Bihar during the current financial year comes under
the purview of respective State Government. However, under NAM there is provision of financial
assistance for establishment of Ayush Educational Institutions and 10/30/50 bedded integrated
Ayush Hospital (IAH). Accordingly, State Government may avail financial assistance by
submitting suitable proposal through State Annual Action Plan (SAAP).
2(e) & (f) Since Public Health is a State subject, opening of Ayush hospitals come under the purview
of State Government of Bihar. However, under NAM, as per the proposals received from State
Government of Bihar through SAAPs, one 50 bedded IAH has been approved in the district of
Patna during the year 2015-16 and as reported by the State Government construction work of this
hospital is completed. Further, during the year 2023-24, as per the proposals received through
SAAP, Ministry of Ayush has approved three 50 bedded Integrated Ayush Hospital one each at
Gopalganj, Darbhanga & Khagaria districts with an amount of Rs. 500.00 Lakhs to each unit.
However, as reported by State Government, no funds have been allocated so far to these 3 approved
Integrated Ayush Hospitals.
