Parliament Question: Promotion of AYUSH Systems of Medicine

GOVERNMENT OF INDIA MINISTRY OF AYUSH LOK SABHA UNSTARRED QUESTION NO. 946 TO BE ANSWERED ON 24.07.2026 Promotion of AYUSH Systems of Medicine 946. Shri Janardan Singh Sigriwal: Will the Minister of AYUSH be pleased to state: (a) whether the Government has taken any steps for the promotion and expansion of AYUSH systems of the medicine in the State of Bihar during the last three years and the current year; (b) if so, the details thereof including the schemes/programmes implemented and funds allocated, released and utilised for the promotion of Ayurveda, Yoga and Naturopathy, Unani, Siddha and Homoeopathy in Bihar, Stream-wise; (c) whether the Government has established, upgraded or supported AYUSH hospitals/dispensaries/medical colleges/research Institutions/AYUSH Health and Wellness Centres/ Ayushman Arogya Mandirs (AAMs) in Bihar during the said period; (d) if so, the details thereof, district-wise along with the number of AYUSH practitioners, teaching faculty and healthcare personnel engaged under such initiatives; and (e) whether the Government proposes to further strengthen AYUSH infrastructure, education, research and healthcare delivery in Bihar and if so, the details thereof including the projects proposed, funds earmarked and timelines for implementation? ANSWER THE MINISTER OF STATE (IC) OF THE MINISTRY OF AYUSH (SHRI PRATAPRAO JADHAV) (a) & (b) Ministry of Ayush is implementing the Centrally Sponsored Scheme of National Ayush Mission (NAM) through State/UT Governments including Bihar and providing financial assistance to them for promotion and expansion of Ayush systems of the medicine in the country against their proposals received through State Annual Action Plans (SAAPs) as per the provisions of NAM guidelines. The Mission inter-alia makes provision for the following activities: - (i) Ayush Health & Wellness Centres now renamed as Ayushman Arogya Mandir (Ayush). (ii) Co-location of Ayush facilities at Primary Health Centres (PHCs), Community Health Centres (CHCs) and District Hospitals (DHs). (iii) Upgradation of existing standalone Government Ayush Hospitals. (iv) Upgradation of existing Government/Panchayat/Government aided Ayush Dispensaries/Construction of building for existing Ayush Dispensary (Rented/ dilapidated accommodation)/Construction of building to establish new Ayush Dispensary in the area where there are no Ayush facilities available. (v) Setting up of upto 10/30/50 bedded Integrated Ayush Hospitals.(vi) Supply of essential drugs to Government Ayush Hospitals, Government Dispensaries and Government/Government aided Teaching Institutional Ayush Hospitals. (vii) Ayush Public Health Programmes. (viii) Establishment of new Ayush colleges in the States where availability of Ayush teaching institutions is inadequate in Government Sector. (ix) Infrastructural development of Ayush Under-Graduate Institutions and Ayush Post-Graduate Institutions/ add on PG/ Pharmacy /Para-Medical Course. Under, NAM during last three years, an amount of Rs. 1383.343 Lakhs has been sanctioned and released to State Government of Bihar for implementation of different approved activities in the received SAAPs regarding overall development & promotion of Ayush system including Ayurveda, Yoga & Naturopathy, Unani Siddha and Homoeopathy as approved. As reported by the State Government, they have made expenditure for an amount of Rs 980.388 Lakhs. There is no provision of stream-wise allocation of funds under NAM. (c) to (e) Public Health being a State subject, the primary responsibility of establishment/upgradation of Ayush health facilities and strengthening of Ayush infrastructure, education, research & healthcare delivery in Bihar lies with respective State Government. However, under NAM, there are provision of providing financial assistance to the State/UT Governments for the establishment of 50/30/10 bedded Integrated Ayush Hospitals, upgradation of existing Ayush Hospitals, establishment of New Ayush education institute and upgradation of existing Ayush Educational Institutes. State/UT Governments may avail financial assistance for these by submitting suitable proposal through SAAP as per the provisions of NAM guidelines. As per the proposals received from State Government through SAAPs, 294 AAM (Ayush) have been supported for operationalisation and 10 Integrated Ayush Hospitals have been approved for establishment. The district-wise details of AAM (Ayush) and approved IAHs is furnished at Annexure. As Public Health is a State subject, the primary responsibility for engagement of Ayush practitioners, teaching faculty and healthcare personnel in Bihar comes under the purview of respective State Government.
