Parliament Question: Promotion of Food Processing Industries in Haryana

GOVERNMENT OF INDIA MINISTRY OF FOOD PROCESSING INDUSTRIES LOK SABHA UNSTARRED QUESTION NO. 6394 ANSWERED ON 02ND APRIL, 2026 PROMOTION OF FOOD PROCESSING INDUSTRIES IN HARYANA 6394. SHRI DHARAMBIR SINGH: Will the Minister of FOOD PROCESSING INDUSTRIES be pleased to state: (a) whether drought-prone districts like Bhiwani-Mahendragarh are being given priority under PMFME, Mega Food Park or other Central schemes and if so, the details thereof; (b) the amount of financial assistance sanctioned to Haryana for millet, mustard and dairy processing during the last three years, district-wise; (c) whether cold chain, storage and transportation infrastructure has been strengthened in South Haryana and if so, the details thereof; (d) whether skill training programmes are being conducted for rural youth and women to operate agro-processing units and if so, the details thereof; and (e) whether the Government proposes to establish a dedicated agro-processing cluster in South Haryana to promote water-efficient crops and if so, the details thereof? ANSWER THE MINISTER OF STATE FOR FOOD PROCESSING INDUSTRIES (SHRI RAVNEET SINGH) (a): In order to promote and facilitate overall development of the food processing sector, Ministry of Food Processing Industries (MoFPI) has been incentivizing setting up of such industries through its two Central Sector Schemes viz. Pradhan Mantri Kisan SAMPADA Yojana (PMKSY), Production Linked Incentive Scheme for Food Processing Industry (PLISFPI) and a Centrally sponsored Pradhan Mantri Formalization of Micro Food Processing Enterprises (PMFME) Scheme. These schemes are not region or state specific but demand driven and are implemented across the country including Bhiwani & Mahendragarh districts of Haryana. As on 31.12.2025, 1 project has been approved under Creation / Expansion of Food Processing & Preservation Capacities Scheme (CEFPPC), component scheme of PMKSY in Bhiwani district. As on 31.12.2025, loans for 97 micro food processing enterprises have been sanctioned in Bhiwani and Mahendergarh districts of Haryana under PMFME Scheme. (b): District/state-wise budget allocation is not done under PMKSY & PLISFPI. Under component schemes of PMKSY, 10 projects with approved grants in aid of Rs 78.44 crores related to dairy processing have been approved in Haryana. Under PLISFPI, 2 projects with approved grants in aid of Rs 31.95 crores related to Millet processing have been approved in Haryana. District-wise fund is not allocated under PMFME, however, central funds released by MoFPI to Haryana state since 2022-23 are as under: Financial Year FY 2022-23 FY 2023-24 FY 2024-25Amount (Rs. In 5.46 11.25 25.00 crore) As on 31.12.2025, under PMFME scheme, 83 micro food enterprises with subsidy of Rs. 4.68 crore related to Mustard and 293 micro food enterprises with subsidy of Rs. 14.35 crore related to dairy processing have been approved in Haryana. (c): MoFPI, under its schemes, does not provide financial assistance for establishment of standalone cold storages facilities. However, it incentivizes creation of cold storage infrastructure as part of food processing projects under relevant component schemes of PMKSY. As on 31.12.2025, 23 cold chain projects have been approved in state of Haryana. Department of Agriculture & Farmers Welfare is implementing Mission for Integrated Development of Horticulture (MIDH) under which capital assistance is provided for various horticulture activities including Construction/Expansion/Modernization of cold storages of capacity up to 5000 MT in the country on the basis of Annual Action Plan (AAP) received from States/UTs. (d): Under the Capacity Building component of PMFME Scheme, MoFPI provides assistance for training of Trainers, District Resource Persons, Entrepreneurs and various other groups for Entrepreneurship Development Skilling (EDP+) & product specific skilling to meet the requirement of food processing industry. In terms of capacity building, the scheme provides structured training programmes aimed at enhancing technical, managerial, and entrepreneurial skills of beneficiaries. These trainings support adoption of modern food processing practices, food safety standards, and business management skills, thereby improving productivity, quality, and competitiveness of micro enterprises. (e): Schemes implemented by MoFPI are not region specific but demand driven and MoFPI does not establish food processing units on its own. However, it provides financial assistance in the form of grants-in-aid to eligible entrepreneurs for establishing related infrastructure. Mega Food Park and Creation of Infrastructure for Agro-processing Clusters (APC) components of PMKSY are aimed at development of such Industries in clusters. The Mega Food Park Scheme has been discontinued since 01.04.2021.
