Will the Minister of CHEMICALS AND FERTILIZERS be pleased to state:
a. whether the Government has considered supporting local entrepreneurship and small
businesses related to production of chemicals, fertilizer or pharmaceutical in Amroha
district of Uttar Pradesh, with the objective of promoting employment generation and
local economic activity, particularly by encouraging youth and women entrepreneurs
in Amroha, Joya, Hasanpur, Dhanaura, Bachhrayun and Naugaon Sadat in the State of
Uttar Pradesh;
b. if so, the details thereof alongwith the steps taken under facilitation measures, scheme
support, training initiatives and credit-linked assistance to promote such
entrepreneurship in the said district; and
(c) if not, the reasons therefor?

(a) & (b): Yes Sir. The Government is implementing several national-level schemes for
promotion of entrepreneurship and small businesses, including those engaged in manufacturing
of chemicals, pharmaceuticals and allied activities. These schemes are available to eligible
entrepreneurs in Amroha district of Uttar Pradesh, including Amroha, Joya, Hasanpur,
Dhanaura, Bachhrayun and Naugaon Sadat, with a focus on employment generation and
promotion of youth and women entrepreneurship. These schemes/ programmes include Prime
Minister’s Employment Generation Programme , Credit Guarantee Scheme for Micro and
Small Enterprises , Micro and Small Enterprises-Cluster Development Programme,
Entrepreneurship Skill Development Programme, Procurement and Marketing Support
Scheme, Raising and Accelerating MSME Performance, International Cooperation scheme,
Tool Rooms/ Technology Centre System Programme , National SC/ST Hub , MSME
Champions Scheme, PM Vishwakarma etc.Total Micro, Small, and Medium Enterprises (MSMEs) industry registered in Amroha district
under Udyam registration system introduced by the Ministry of MSMEs in July 2020 for
chemicals, fertilizer and pharmaceutical is placed at Annexure I.
Further, State Government of Uttar Pradesh has also taken many steps to promote MSMEs in
all districts of Uttar Pradesh including Amroha. The details are placed at Annexure II.

DETAILS OF STEPS TAKEN BY STATE GOVERNMENT OF UTTAR PRADESH TO
SUPPORT LOCAL ENTREPRENEURSHIP AND SMALL BUSINESSES RELATED TO
PRODUCTION OF CHEMICALS, FERTILIZER OR PHARMACEUTICAL IN AMROHA
DISTRICT OF UTTAR PRADESH:
Under MSME Policy 2022, manufacturing units related to chemicals, fertilizers,
pharmaceutical production and other manufacturing units are being incentivized in Amroha
district as well as all districts of the State through capital subsidy, interest subsidy, CGTMSE
coverage, reimbursement of employer’s EPF contribution, etc.
Under the technical scheme, micro and small units are being benefited through capital
subsidies, interest subsidies, branding assistance, etc.
Further, under the ‘Ease of Doing Business’ initiative, approvals are being facilitated in a
simplified and time-bound manner through the ‘Single Window System’ operated via Invest
UP. Additionally, various schemes of the State Government such as the ‘Mukhyamantri Yuva
Udyami Vikas Yojana (CM YUVA)’, ‘One District One Product (ODOP)’, ‘Mukhyamantri
Yuva Swarozgar Yojana’, and other MSME-related schemes are being implemented with the
objective of especially promoting youth and women entrepreneurs. Under these schemes,
training, credit facilities, guidance and grant-in-aid in the form of subsidies are provided. These
schemes are encouraging youth and women entrepreneurs to establish enterprises in
pharmaceutical, chemical and allied manufacturing sectors. Thus, through the industrial and
investment policies implemented by the Government of Uttar Pradesh, adequate support is
being provided for the promotion of local entrepreneurship, employment generation, and
empowerment of women and youth entrepreneurs in Amroha district and its various
development blocks.
