be pleased to state:
(a) the details of the area brought under oil palm cultivation, area under production and
crude palm oil produced under the National Mission on Edible Oils–Oil Palm (NMEO-
OP) in the country, State/UT-wise including Kerala since 2021, district-wise;
(b) the survival rate of oil palm plantations established under the Mission, including area
replanted or abandoned, State/UT-wise;
(c) the details of oil palm cultivation promoted in the Southern region of Kerala, including
the area covered, number of beneficiary farmers, financial assistance provided and
the present status of plantations;
(d) whether the Government has assessed the suitability of the agro-climatic conditions
of the region for sustainable oil palm cultivation and, if so, the details and findings
thereof;
(e) the number of operational oil palm processing mills in the country, State/UT-wise
including Kerala, their processing capacity and the arrangements made for
procurement of Fresh Fruit Bunches (FFBs) State/UT-wise; and
(f) the steps taken or proposed to improve processing infrastructure, farmer support,
assured procurement and productivity under NMEO-OP in Kerala, particularly in the
Southern region?

(a): Since 2021-22, under the National Mission on Edible Oils-Oil Palm (NMEO-OP) 2.98
lakh hectares has been brought under oil palm cultivation. As oil palm is a perennial crop
with a gestation period of about 4-5 years, most of the area planted under the Mission is
yet to attain full bearing. From 2021-22 to 2025-26, the Crude Palm Oil (CPO) production
was 20.10 lakh tonnes. State-wise details of area covered and CPO production are given
in Annexure-I, while district-wise details for Kerala are given in Annexure-II.
(b): The survival rate of oil palm plantations varies across States depending on
management practices, availability of irrigation, and edaphic conditions. Full survival rate
can be achieved, when the scientific package of practices recommended by ICAR–Indian
Institute of Oil Palm Research (ICAR-IIOPR) is followed. During the implementation of the
Mission, no State has reported area being abandoned or requiring complete replantation
due to plantation failure. Further, the Mission provides assistance for gap filling/replanting
to maintain the optimum plant population and sustain productivity wherever required.(c): During the Mission period, oil palm cultivation has been promoted in the Southern
region of Kerala covering 312.94 hectares. Financial assistance of Rs. 386.881 lakh has
been provided benefitting 17 oil palm farmers.
(d): ICAR-IIOPR Reassessment Committee report (2020) identified 27.99 lakh hectares
as potential area for oil palm cultivation in the country based on scientific evaluation of
agro-climatic suitability and land suitability parameters.
(e): The State wise details including Kerala of operational processing mills and their
processing capacity are given in Annexure-III. The Oil Palm companies procure Fresh
Fruit Bunches (FFBs) from farmers in their respective catchment areas as per prescribed
price assurance mechanism under NMEO-OP.
(f): The Government is taking several interventions under NMEO-OP, including in Kerala,
to strengthen the entire oil palm value chain. These interventions include support for
expansion of processing infrastructure, availability of quality planting material,
establishment of seed nurseries and seed gardens, assistance for maintenance and
intercropping during the gestation period, micro-irrigation, farm mechanization, replanting,
and capacity building of farmers. Efforts are also being made to promote oil palm
cultivation in scientifically identified suitable areas and strengthen linkages among
farmers, processing units and oil palm companies to facilitate timely harvesting,
procurement and processing of FFBs. In addition, the pricing mechanism provides
assurance to oil palm farmers by protecting them from fluctuations in international crude
palm oil prices.Annexure-I
