GOVERNMENT OF INDIA MINISTRY OF ELECTRONICS AND INFORMATION TECHNOLOGY LOK SABHA UNSTARRED QUESTION NO. 2981 TO BE ANSWERED ON: 05.08.2026 PROMOTION OF SEMICONDUCTOR MANUFACTURING CLUSTERS IN MAHARASHTRA 2981. PROF. VARSHA EKNATH GAIKWAD: Will the Minister of ELECTRONICS AND INFORMATION TECHNOLOGY be pleased to state: (a) whether the Government has proposed incentives of about Rs. 7,000 crore to strengthen and expand the semiconductor and electronics manufacturing ecosystem in the country and if so, the details thereof; (b) the details of the incentives proposed for semiconductor fabrication, assembly, testing, packaging, OSAT/ATMP and electronics component manufacturing; (c) whether any semiconductor or electronics manufacturing projects in Maharashtra have been approved or are under consideration of the Government for Central support and if so, the details thereof; (d) the details of steps taken by the Government to promote semiconductor manufacturing clusters and attract investments in Maharashtra particularly in Mumbai and Navi Mumbai; and (e) the details of investments approved, Central incentives sanctioned, employment likely to be generated and progress of semiconductor and electronics manufacturing projects in Maharashtra during the last three years and the current year? ANSWER MINISTER OF STATE FOR ELECTRONICS AND INFORMATION TECHNOLOGY (SHRI JITIN PRASADA) (a) to (e): Inspired by Hon’ble Prime Minister’s vision of Make in India and Atmanirbhar Bharat, Government adopted structured and targeted policy initiatives to develop India’s electronic manufacturing ecosystem. These initiatives supported the manufacturing of finished products, followed by sub-assemblies, components, and eventually the machinery and tools. Apart from fiscal support, these initiatives also include non-fiscal support such as FDI reforms, tax reforms, labour reforms and measures for Ease of Doing Business (EoDB). Major schemes to promote electronics manufacturing: Following are the major initiatives of the Government to promote electronics manufacturing in India: ● PLI Scheme for Large Scale Electronics Manufacturing ● PLI Scheme for IT Hardware ● Electronics Manufacturing Clusters (EMC) Scheme ● Scheme for Promotion of Manufacturing of Electronic Components and Semiconductors (SPECS) ● Electronics Component Manufacturing Scheme (ECMS) ● Mobile phone manufacturing scheme (MPMS)The details of the incentives/support offered under the respective schemes/initiatives are available at www.meity.gov.in Semicon India Programme: Recognising the importance of Semiconductors, the Government launched Semicon India Programme in January 2022 for setting up of semiconductor fabs, display fabs semiconductor packaging and also for promotion of Indian designed chips. The details of the incentives/support offered under the programme are available at www.ism.gov.in. Under Semicon India Programme, Government has approved 12 manufacturing projects with total investment commitments of about ₹1.64 lakh crore. Semiconductor design: Semiconductor design plays a prominent role in defining the "architecture" of a chip to achieve a specific function or application. Since chip design is an extremely R&D, engineering, and IP intensive process, Government is providing financial as well as infrastructure support (including free access to Design tools) to Startups and MSMEs through Design Linked Incentive (DLI) Scheme within the Semicon India Programme. Twenty-four (24) semiconductor design projects have been approved for financial support and 105 startups/MSMEs for Electronic Design Automation (EDA) tool support under DLI Scheme. Pune EDA tool Electronics Manufacturing Clusters (EMC): Prime Minister Shri Narendra Modi ji has encouraged the establishment of manufacturing clusters across various sectors, including electronics, textiles, defence, and chemicals. His vision has been translated into action in the electronics sector through the Electronics Manufacturing Cluster (EMC) Scheme. Under the Scheme, the Government has established an EMC at Ranjangaon in Maharashtra which is spread over an area of 297.11 acres. Electronics Components Manufacturing Scheme (ECMS): Government launched ECMS to further deepen the supply chain ecosystem and develop robust electronics component ecosystem in the country. It aims to attract investments across key components such as Printed Circuit Boards (PCBs), passive components, electro-mechanical components, sub-assemblies, camera modules, optical transceivers, and capital goods required for electronics manufacturing. So far, 14 projects have been approved in Maharashtra under ECMS Scheme which are located at Pune, Satara, Ahmednagar, Nashik, Thane, Palghar, and Aurangabad.Semicon 2.0: Further to build on the successful implementation of the first phase, the Union Cabinet has approved Semicon 2.0 on 15.07.2026 with a fiscal outlay of ₹1,27,500 crore. Semicon 2.0 adopts a holistic approach to strengthen the entire semiconductor value chain and shall further accelerate the development of a robust and resilient semiconductor ecosystem in the country. The programme focuses on six strategic pillars: Design; Machines and Materials; Setting up more Fabs; Strengthening the ATMP/OSAT Industry; Research & Development (R&D); and Talent Development for design and manufacturing. *******
