Parliament Question: Promotion of Sustainable Aviation Fuel

SHRI DARSHAN SINGH CHOUDHARY पे(cid:282)ो(cid:871)लयम और (cid:292)ाकृ(cid:467)तक गैस मं(cid:287)ी Will the Minister of PETROLEUM AND NATURAL GAS be pleased to state: (a) whether the Government has implemented any special policy, incentive scheme or action plan during the year 2026 to promote the production, use and supply of Sustainable Aviation Fuel (SAF), if so, the details thereof; (b) whether the Government is taking any special initiative in collaboration with Oil Marketing Companies, aviation companies, research institutions and the private sector to enhance the production capacity, blending, quality standards and supply chain of SAF for increasing its use in the aviation sector, if so, the details thereof; (c) the details of the pilot projects approved, research and development activities, investments, production capacity and financial assistance relating to SAF during the year 2026; and (d) whether the Government is implementing any time-bound action plan to promote the indigenous production of SAF from agricultural residues, used cooking oil, bio-waste and other bio-based feedstocks with a view to reducing dependence on imported aviation fuel and lowering carbon emissions, if so, the details thereof? ANSWER पे(cid:7069)ोिलयम और (cid:7079)ाकृितक गैस म(cid:7074)ं ालय म(cid:7286) रा(cid:6996)य म(cid:7074)ं ी ((cid:7088)ी सुरेश गोपी) MINISTER OF STATE IN THE MINISTRY OF PETROLEUM & NATURAL GAS (SHRI SURESH GOPI) (a) to (d): The Government has approved indicative blending targets of 1% by 2027, 2% by 2028, and 5% by 2030 for Sustainable Aviation Fuel (SAF) in conventional Aviation Turbine Fuel (ATF), initially for international flights. Public sector Oil Marketing Companies are actively engaged in achieving the stated blending targets. Further, the Government has taken several steps to support the development of a SAF ecosystem in the country. These include: (i) Notification of amendment to the Aviation Turbine Fuel (ATF) (Regulation of Marketing) Order, 2001 (ATF Control Order) vide notification dated 17 April 2026, as an administrative measure to bring Aviation Turbine Fuel blended with Sustainable Aviation Fuel (SAF) under the ambit of the ATF Control Order. (ii) Recognition of the National Accreditation Board for Certification Bodies (NABCB) for accreditation of SAF certification bodies under the International Sustainability and Carbon Certification (ISCC) scheme.(iii) Facilitation of long-term SAF supply arrangements between Oil Marketing Companies (OMCs) and airlines, including the signing of Memoranda of Understanding between OMCs and Airlines, (iv) Conducting stakeholder consultations and awareness programmes on SAF. Indian Oil Corporation limited (IOCL) and Bharat Petroleum Corporation Limited (BPCL) have received ISCC Carbon Offsetting and Reduction Scheme for International Aviation (ISCC CORSIA) certification for SAF production at their Panipat and Mumbai refineries, respectively. To facilitate Advanced Biofuel production including SAF, the Government notified the "Pradhan Mantri JI- VAN (Jaiv Indhan- Vatavaran Anukool Fasal Awashesh Nivaran) Yojana" in 2019, amended in 2024, with the objectives to establish advanced biofuels projects including projects for SAF production in the country using lignocellulosic biomass and other renewable feedstocks. The total financial outlay for PM JI-VAN is Rs. 1,969.50 crore, of which Rs. 1,800 crore is allocated for commercial-scale advanced biofuel projects and Rs. 150 crore for demonstration- scale advanced biofuel projects. The total cost of the project inter-alia includes biomass supply chain and handling, technology charges, cost of the total equipment etc. Under the PM JI-VAN Yojana, the maximum financial assistance of Rs.150 crore per project for commercial scale projects and Rs. 15 crore per project for demonstration scale projects have been prescribed for improving commercial viability as well as promoting R&D for development and adoption of technologies in the field of production of advanced biofuels. In June 2026, financial assistance was approved under the PM JI-VAN Yojana for three commercial- scale and two demonstration-scale SAF projects. The details of the approved projects are as under: S.
