GOVERNMENT OF INDIA MINISTRY OF TEXTILES RAJYA SABHA UNSTARRED QUESTION NO-2556 ANSWERED ON- 13/03/2026 PROMOTION OF TEXTILE EXPORT FROM ANDHRA PRADESH 2556. SHRI MASTHAN RAO YADAV BEEDHA: Will the Minister of TEXTILES be pleased to state: (a) whether steps have been taken to promote handloom, powerloom and textile exports from Andhra Pradesh, particularly clusters like Mangalagiri, Venkatagiri, Uppada and Dharmavaram; (b) the export promotion schemes, market access initiatives and branding support extended to Andhra Pradesh textile units; (c) whether Andhra Pradesh weavers have been supported to participate in international trade fairs and buyer- seller meets; (d) the quantum of textile exports from Andhra Pradesh during the last three years, product-wise; and (e) whether any textile parks, export hubs or design/technology centres are proposed for Andhra Pradesh under Central schemes? ANSWER THE MINISTER OF TEXTILES (SHRI GIRIRAJ SINGH) (a): Ministry of Textiles through Office of Development Commissioner (Handlooms) promotes handloom products of the country including clusters viz. Mangalagiri, Venkatagiri, Uppada and Dharmavaram of Andhra Pradesh by implementing following schemes: i. National Handloom Development Programme (NHDP); ii. Raw Material Supply Scheme (RMSS); Under the above schemes, financial assistance is provided to eligible handloom agencies/weavers for raw materials, procurement of upgraded looms & accessories, solar lighting units, construction of workshed, skilling, product & design development, technical and common infrastructure, marketing of handloom products in domestic & international markets, concessional loans under weavers’ MUDRA scheme and social security etc. The Government of India has approved one (01) Mega Handloom Cluster in Dharmavaram town of Sri Sathya Sai District, Andhra Pradesh. The total project cost is Rs.38.31 Crore, with the Government of India’s share being Rs.29.97 Crore. Financial assistance of Rs.2.98 crore has been released for project implementation during the current financial year 2025-26. Power Tex India Scheme was launched on a Pan India basis having, an outlay of Rs. 487 crores for the period 2017-20, which was extended upto 2021. The scheme has now been subsumed under Textile Cluster Development Scheme (TCDS) and support is extended for completing on-going projects for meeting committed liabilities only.Powerloom related schemes in Andhra Pradesh: Sl. These include cluster-specific facilities, including strengthening of testing infrastructure, installation of modern looms and preparatory machines, testing instruments, sewing and embroidery machines for garment and apparel development, and design development facilities. The Government is implementing Rebate of State and Central Taxes and Levies (RoSCTL) scheme for Apparel/Garments and Made-ups in order to enhance competitiveness by adopting principle of zero-rated exports. Further, textiles products not covered under the RoSCTL scheme are covered under Remissions of Duties and Taxes on Exported Products (RoDTEP) along with other products”. In addition, Government has launched a flagship initiative i.e. Export Promotion Mission (EPM) to strengthen India’s export ecosystem, with a focus on MSMEs, first-time exporters and labour-intensive sectors. EPM is implemented through two integrated sub-schemes, Niryat Protsahan and Niryat Disha, providing financial and non-financial export support. The Mission provides support for trade finance, export compliance, logistics, overseas warehousing and market access. (b) & (c): The participation of handloom exporters/weavers including clusters viz. Mangalagiri, Venkatagiri, Uppada and Dharmavaram of Andhra Pradesh in various International marketing events/fairs India International Trade Fair, Buyer Seller Meet, Reverse Buyer Seller Meet, Big Ticket events, Bharat Tex, are organised through Handloom Export Promotion Council for export promotion of handlooms. ‘India Handloom’ brand (IHB) has been launched in 2015 with the objective is to promote production of niche handloom products of the country with high quality, authentic traditional designs with zero defect and zero effect on environment. The Salient Features: 100 % Handloom-made of 100% Natural fibres, Assured Fast Colours, Skin Friendly Dyes & Socially Compliant. The scheme was in implementations up to 31.03.2021. The Scheme has further been scaled up as a component under Textile Cluster Development Scheme (TCDS) to complete on-going projects only with an outlay of Rs.568.15 Crore.
