PROMOTION OF TEXTILE INDUSTRY IN MADHYA PRADESH

Will the Minister of TEXTILES वस्त्र मंत्री
be pleased to state :
(a) whether the projects approved for promotion of the textile industry in Madhya Pradesh under
the PM MITRA Mega Textile Parks Scheme are being implemented;
(b) if so, the details and current status thereof;
(c) whether the Government has any special proposal to promote the textile and apparel industry,
textile clusters, garment manufacturing units, and handloom and tribal textile crafts in Ratlam-
Jhabua and Alirajpur Lok Sabha Constituencies;
(d) whether any special initiative is being taken under the PM MITRA Scheme for skill
development of youth, women and tribal artisans, attracting investment and generating
employment; and
(e) if so, the details thereof and the proposed investment, expected employment generation and
future action plan for Madhya Pradesh, particularly in Ratlam, Jhabua and Alirajpur?

(a) & (b): To develop integrated large scale and modern industrial infrastructure facility for
entire value-chain of the textile industry, the Government has approved setting up of 7 (Seven)
PM Mega Integrated Textile Region and Apparel (PM MITRA) Parks in Greenfield/Brownfield
sites with scheme outlay of Rs. 4,445 Crore for the period 2021-22 to 2027-28. The Government
has finalised 7 sites including one in Dhar, Madhya Pradesh for setting up PM MITRA Parks.
So far, investment interests of ₹ 20,126 crore have been received and GoI share of ₹ 50
crore has been released to the park during FY 2025-26.
Current Status of the project is as under;
Foundation stone laid on 17th September, 2025 by Hon’ble Prime Minister.
100% land acquired, Environmental Clearance (EC) received.
Joint Venture agreement signed between central and state government. SPV incorporated.
Land has been transferred in name of SPV.
A DPR worth Rs. 2,063 Crore for PM MITRA Park Madhya Pradesh has been approved. EPC Contract for core infrastructure has been awarded and work has started on the site.
So far, expenditure of ₹61.62 crore has been made.
(c): The Ministry of Textiles is administering following schemes to promote handloom sector
and welfare of handloom workers across the country including Madhya Pradesh:
1. National Handloom Development Programme(NHDP);
2. Raw Material Supply Scheme(RMSS);
Under the above schemes, financial assistance is provided to eligible handloom
agencies/workers for raw materials, procurement of upgraded looms & accessories, solar lighting
units, construction of workshed, skilling, product diversification & design innovation, technical
and common infrastructure, publicity and brand development through India Handloom Brand
(IHB), Handloom Mark (HLM) and GI tag, e-commerce facilities, marketing of handloom
products in domestic/overseas markets, concessional loans under weavers’ MUDRA scheme and
social security etc.
(d) & (e): There is a provision for dedicated Skill Development Centre under PM MITRA
Scheme. Ministry of Textiles through SAMARTH (Scheme for Capacity Building in Textiles
Sector) provides demand driven, placement-oriented skilling programmes to supplement the
efforts of the Indian textile industries in creating jobs in the organized textile and related sectors,
covering the entire value chain of textiles, excluding Spinning and Weaving in organized sector,
on pan India basis. As on 05.08.2026, a total of 24,959 beneficiaries trained (pass) in the State of
Madhya Pradesh. Ministry of Textiles along with other concerned central Ministries and
respective State Government are in process of taking various initiative of skill development for
the youth and women of districts including Dhar and nearby districts.
PM MITRA Park, in Dhar Madhya Pradesh is expected to generate employment for
approx. 3 lakh people (1 lakh direct and 2 lakh indirect) upon completion including for persons
from Dhar and nearby districts in Madhya Pradesh.
