PROMOTION OF TEXTILE SECTOR IN SOUTHERN INDIA
3994. SHRI I.S. INBADURAI:
Will the Minister of TEXTILES be pleased to state:
(a) whether Government has undertaken any initiatives to promote growth of textile and apparel sector in
southern States including Tamil Nadu, Karnataka, Kerala and Andhra Pradesh, if so, the details thereof;
(b) whether Government has allocated funds under technology upgradation or technology promotion schemes
for modernisation of textile units in south India, if so, State-wise details of allocations and beneficiaries; and
(c) whether Government proposes to strengthen textile clusters, garment parks and technical textile production
facilities in southern States to boost employment and exports, if so, the details of projects and timelines?
ANSWER

(a): The Government of India have implemented various schemes/initiatives to promote the growth of
textile and apparel sector across the country including the southern States viz., Tamil Nadu, Karnataka, Kerala
and Andhra Pradesh. The major schemes/initiatives include PM Mega Integrated Textile Regions and Apparel
(PM MITRA) Parks Scheme to create a modern, integrated, world class textile infrastructure; Production
Linked Incentive (PLI) Scheme focusing on Man-Made Fibre (MMF) Fabric, MMF Apparel and Technical
Textiles to boost large scale manufacturing and enhancing competitiveness; National Technical Textiles
Mission (NTTM) focusing on Research Innovation & Development, Promotion and Market Development;
SAMARTH-Scheme for Capacity Building in Textile Sector with the objective providing demand driven,
placement oriented, skilling program and Silk Samagra-2 for comprehensive development of sericulture value
chain.
(b): In order to augment investment, productivity, quality, employment, exports along with import
substitution in the textile industry, Amended Technology Up gradation Fund Scheme (ATUFS) was launched
in January 2016 to provide credit linked Capital Investment Subsidy (CIS) to units for purchase of
benchmarked machinery in different segment of Textile Sectors (excluding spinning) across the country
including the southern States viz., Tamil Nadu, Karnataka, Kerala and Andhra Pradesh. This scheme has
ended on 31st March, 2022 for generation of UID/registration of application. The funds released and number
of beneficiaries under ATUFS in the State of Tamil Nadu, Karnataka, Kerala and Andhra Pradesh are:

Andhra Pradesh 20.69 29(c): With a view to develop integrated large scale and modern industrial infrastructure facility for entire
value chain of the textile industry, the Government has finalized PM Mega Integrated Textile Region and
Apparel (PM MITRA) Parks at 7 sites viz. Tamil Nadu (Virudhnagar), Telangana (Warangal), Gujarat
(Navasari), Karnataka (Kalaburagi), Uttar Pradesh (Lucknow), Madhya Pradesh (Dhar), and Maharashtra
(Amravati). In addition, the Government through Scheme for Integrated Textile Park (SITP) also provided
supports to the textile industry with state-of-the-art infrastructure for setting up of textile units. The scheme
was in implementations till 31.03.2021 after which it was approved for continuation for meeting committed
liabilities only as a component of Textile Cluster Development Scheme (TCDS) with an outlay of Rs.568.15
Crore. The list of textile Parks in state of Tamil Nadu, Karnataka and Andhra Pradesh is as below:

Further, with a view to boost Technical Textiles sector in the country, Ministry of Textiles launched
National Technical Textiles Mission (NTTM) in the year 2020 with a financial outlay of Rs. 1,480 crore. The
mission covers Research, Development and Innovation along with indigenous development of related
machinery; Market Development; Export Promotion; and Education, Training and Skilling in the field of
technical textiles.
