Parliament Question: Proposal for Construction of Roads under PMGSY

Shri Bhausaheb Rajaram Wakchaure: Will the Minister of RURAL DEVELOPMENT be pleased to state: (a) whether any proposal has been received under the Pradhan Mantri Gram Sadak Yojana (PMGSY) for the improvement or construction of roads in the Sangamner and Akole talukas of Ahilyanagar district in the State of Maharashtra; (b) if so, the details thereof; (c) whether the Government is aware of the pathetic condition of these rural roads and the potential risks of accidents caused by them, if so, the details thereof; (d) whether important roads connecting to the Shirdi pilgrimage site will be included in the special priority list, if so, the details thereof; (e) whether the necessary budget allocation for these road works has been approved, if so, the details thereof; and (f) the details of timeline set by the Government to commence the construction work on these roads? ANSWER MINISTER OF STATE IN THE MINISTRY OF RURAL DEVELOPMENT (SHRI KAMLESH PASWAN) (a) & (b): The Pradhan Mantri Gram Sadak Yojana (PMGSY) was launched in 2000, as a onetime special dispensation, for providing connectivity to eligible unconnected habitations in the country. For the state of Maharashtra, a total of 24,782 km road length has been sanctioned under new connectivity and upgradation components under PMGSY-I, out of which 24,184 km road length has been completed till 23rd July, 2026. Under PMGSY-II, a total of 2619 km road length has been sanctioned under the scheme and 2586 km has been completed as on 23rd July, 2026. Under PMGSY-III, a total of 6,404 km road length has been sanctioned to the state of Page 1 of 3Maharashtra and 5576 km road length has been completed till 23rd July, 2026. So far, under various verticals of PMGSY, 281 road works of 1819 km length and 26 bridges were sanctioned to Ahilyanagar district (formerly Ahmednagar), out of which 256 road works of 1669 km road and 19 bridges have already been constructed. Under various verticals of PMGSY, in Akole taluk 140 road works of 782 km length and 21 bridges were sanctioned, out of which 140 road works of 767 km road and 20 bridges have already been constructed. Sangamner Taluk is located in Ahilyanagar district. In September 2024, the Government of India launched PMGSY IV. The primary objective of PMGSY-IV is to provide all-weather road connectivity to about 25,000 unconnected habitations of population size (as per Census 2011) 500+ in plains, 250+ in Special Category States (Arunachal Pradesh, Assam, Ladakh, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim, Tripura, Himachal Pradesh, Jammu Kashmir and Uttarakhand), Special Category Areas [(Tribal Schedule- V Areas, Desert Areas, Aspirational Blocks/ Districts and Hilly areas as notified by the respective State Government (cross slope more than 25% gradient and the elevation is more than 600 meters from the Mean Sea Level)] and 100+ in LWE affected Districts including Legacy & Thrust Districts identified by MHA from time to time. Under PMGSY-IV, habitations identified under VVP-II are being prioritised for all-weather road connectivity. Under Batch-I of PMGSY-IV, for the state of Maharashtra, sanction has been issued on 18.05.2026 for 35 roads (95.99 km) costing Rs. 122.98 crore benefiting 35 habitations. Further, sanction of 62 Long Span Bridges (2923.45 m) costing Rs. 252.21 crore has been issued under Batch-I of PMGSY-III on 13.07.2026. The State- wise, District-wise and Parliamentary Constituency-wise details of rural road projects and the stages of construction under various verticals of PMGSY may be accessed at the programme website https://pmgsy.dord.gov.in/dbweb on a real-time basis. (c): As per Pradhan Mantri Gram Sadak Yojana (PMGSY) guidelines, maintenance of roads constructed under the programme is the responsibility of the State/UT Governments. However, the Ministry on its part has taken the following steps to ensure proper maintenance of roads constructed under PMGSY: (i) All road works sanctioned under the scheme are covered by initial five-year maintenance contracts to be entered into along with Page 2 of 3the construction contract, with the same contractor, as per the Standard Bidding Document. (ii) Maintenance funds to service the contract are required to be provisioned for by the State Governments and placed at the disposal of the State Rural Roads Development Agencies (SRRDAs) in a separate maintenance account. On expiry of this 5-year post construction maintenance, PMGSY roads are required to be placed under Zonal maintenance contracts consisting of 5-year maintenance including renewal as per maintenance cycle, from time to time, to be funded by the State/UT Governments. (iii) Further in order to ensure that States/UTs provide required maintenance funds during the design life of the road being constructed under PMGSY-III, a provision has been added in the programme guidelines under which the states have to enter into a Memorandum of Understanding with the Ministry of Rural Development, Government of India before launching of the scheme in the concerned State/UT for providing adequate funds for the maintenance of roads constructed/upgraded under PMGSY for initial five years routine maintenance, and for further five year routine maintenance including periodic renewal as per requirement. (iv) Release of maintenance funds is required to be certified by the State/UT, as per PMGSY guidelines, while submitting fund release proposals to the Central Government. (v) Electronic Maintenance of PMGSY roads (e-MARG), an online platform, has been implemented in all the States to monitor maintenance of PMGSY works for five years from the date of completion (i.e. under Defect Liability Period- DLP). Consequent upon the introduction of e-MARG i.e. software module for maintenance payments to the contractor during the defect liability period, such payments have been made commensurate with the quality of roads through a performance-based contract management system. (d) to (f): As per the detailed guidelines for implementation of Pradhan Mantri Gram Sadak Yojana (PMGSY) IV, the State/UT Governments update the District Rural Roads Plan (DRRP) and generate the Comprehensive New Connectivity Priority List (CNCPL) of the unconnected habitations keeping in view, inter-alia, the suggestions received from Hon'ble Members of Parliament. The unit for connectivity under PMGSY IV is unconnected habitation. Shiridi pilgrimage site falls in Ahilyanagar district. As per the Gram Sadak Survey (GSS) conducted by the State Government of Maharashtra there are no eligible unconnected habitations in the Ahilyanagar district. ***** Page 3 of 3
