LOK SABHA UNSTARRED QUESTION No. 6268 TO BE ANSWERED ON 2nd April, 2026 PROPOSED BIOGAS PLANT AND GAS INFRASTRUCTURE IN AONLA REGION †6268 SHRI NEERAJ MAURYA: Will the Minister of PETROLEUM AND NATURAL GAS be pleased to state: (a) whether there is any proposal under the Sustainable Alternative Towards Affordable Transportation (SATAT) scheme to establish a large biogas plant on the Bareilly-Budaun border for utilisation of abundant agricultural stubble in the Aonla region, if so, the details thereof; (b) whether long-term agreements have been ensured with Oil Marketing Companies for procurement of agricultural residue from local farmers, if so, the details thereof; (c) whether there is any plan to make the bio-fertilizer produced from such plant available as fertiliser at subsidised rates, if so, the details thereof; and (d) the current timeline for expansion of gas pipeline network in the Aonla region? ANSWER पेट(cid:332)ोिलयम और (cid:366)ाकृ ितक गैस मं(cid:361)ालय म(cid:336) रा(cid:475) मं(cid:361)ी ((cid:373)ी सुरेश गोपी) MINISTER OF STATE IN THE MINISTRY OF PETROLEUM AND NATURAL GAS (SHRI SURESH GOPI) (a) to (c) The Government has adopted a “Whole-of-Government” approach to promote the production of Compressed Bio-Gas (CBG) from various waste/biomass sources across the country under the Galvanizing Organic Bio-Agro Resources Dhan (GOBARdhan) initiative. This approach involves multiple Ministries and Departments, which have introduced various enabling measures to support the growth of the CBG sector nationwide. The “Sustainable Alternative Towards Affordable Transportation (SATAT)” initiative is one such enabling measure under GOBARdhan, wherein Oil and Gas Marketing Companies (OMCs) offer assured prices for procurement of CBG from producers. As per data available on the GOBARdhan portal, in the Bareilly–Badaun region of Uttar Pradesh, 3 CBG plants have been commissioned and 3 are under construction. This includes one commissioned and one under-construction agricultural residue-based CBG plant by Hindustan Petroleum Corporation Limited. HPCL has entered into agreements with local farmers for procurement of paddy straw as feedstock. Further, organic manure is one of the co-products of CBG plants. The Government provides Market Development Assistance (MDA) at the rate of ₹1,500 per tonne to promote organic fertilizers under the “Policy on Promotion of Organic Fertilizers.” (d) Providing Piped Natural Gas (PNG) connections, establishment of Compressed Natural Gas (CNG) stations and laying of pipeline infrastructure is part of the development of City Gas Distribution (CGD) Network, which is carried out by the entities authorized by Petroleum and Natural Gas Regulatory Board (PNGRB) as per their Minimum Work Programme (MWP) and techno-commercial feasibility. Aonla Parliamentary Constituency comprises of Budaun and Bareilly districts. Budaun district is covered under Shahjahanpur and Budaun Districts GA and Bareilly district is covered under Bareilly district GA. PNGRB has authorized Shahjahanpur and Budaun Districts GA to Hindustan Petroleum Corporation Limited and Bareilly district GA to Central UP Gas Limited for development of CGD network in the respective GA. ******
