Quality of AYUSH Services

Will the Minister of AYUSH be pleased to state:
(a) whether the intended benefit of various schemes being run with the aim of providing
accessible and quality services including Ayurveda, Yoga, Naturopathy, Unani, Siddha and
Homoeopathy (AYUSH) have not reached the rural and remote areas of the Country;
(b) if so, the details thereof and if not, the reasons therefor;
(c) the steps taken by the Government so far to ensure the effective implementation of these
schemes availability of necessary infrastructure, appointment of qualified doctors and regular
supply of medicines; and
(d) whether the Government proposes to address the shortcomings by conducting an enquiry
and evaluating these schemes and if so, the details thereof?
ANSWER

(SHRI PRATAPRAO JADHAV)
(a) to (d) Ministry of Ayush is implementing Centrally Sponsored Scheme of National Ayush
Mission (NAM) through State/UT Governments and supporting their efforts for providing
effective and equitable health care services throughout the country including rural & remote
areas by improving access to the services of different Ayush Systems including Ayurveda,
Yoga, Naturopathy, Unani, Siddha and Homoeopathy. Under NAM, State/UT Governments
are being supported for Ayush infrastructure development, appointment of qualified man-
power including Ayush doctors, supply of medicines to the Ayush Health care facilities as
well as implementation of Ayush Public Health Programs. In this regard, financial assistance
may be availed as per existing provisions of the NAM guideline, by submitting suitable
proposals through State Annual Action Plans (SAAPs). Under NAM, a total amount of Rs.
5670.82 Crores has been released as central share to the State/UT Governments for
1implementation of the different approved activities/programmes for providing healthcare
services to the community through various Ayush interventions. The State/UT-wise status of
the Grant-in-aid released under NAM from 2014-15 to 2024-25 is enclosed as Annexure.
Further, Government is regularly monitoring & evaluating the progress of various
activities under NAM, to find & address the shortcomings in the implementation of the
scheme, through various methods as under:
i. Collecting activity-wise physical/financial progress on regular interval from the
State/UT Governments.
ii. Conducting the field visits by central team of the Ministry of Ayush, time to time, to
analyse the actual progress of implementation of different activities for which State
Government has reported expenditure and submitted utilization certificates.
iii. Regional Review Meetings with States/UTs under the Chairmanship of Hon’ble
Minister/Secretary to assess the implementation status and to decide way forward.
iv. One-to-one meeting with States/UTs are conducted for detailed review of physical
and financial progress.
v. Mid-term evaluation of NAM scheme implementation/progress by NITI Aayog
through third party who undertakes field visits in State/UTs.
