SHRI MANOJ KUMAR: Will the Minister of CONSUMER AFFAIRS. FOOD AND PUBLIC DISTRIBUTION be pleased to state: (a): the details olthe quantity ofrvheat, paddy and coarse grains procured and proposed to be procured under the Foodgrain Procurement Policy by the Food Corporation ollndia (FCI) since 2020-21 till2026, year, crop and State-rvise; (b): the details olthe quantity ofwheat, paddy and coarse grains procurement target and procured against the target between the Financial Year 2020-21 till 2026, State, year and cropu,ise; (c): whether the Government is aware that Bihar had produced high paddy in this season and Govemment fixed very less target tbr Bihar; (d): if so, rvhether the Governrnent has any plan to increase the target and extended timeline till April 2026 to procure 100% paddy from Bihar fanners; (e): if so, the details thereofand ilnot. the reasons thereflor; and (f): the details of procurement carried out under the Decentralised Procurement System during the sarne period, State, crop and year-wise? ANSWER MINISTER OF STATE FOR MINISTRY OF CONSUMER AFFAIRS. FOOD & PUBLIC DISTRIBUTION (SHRIMATI NIMUBEN JAYANTIBHAI BAMBHANIYA) (a): The procurement of foodgrains from farmers under Minimum Support Price (MSP) operations is majorly undertaken by the State Gort. agencies and the quantity procured directly by FCI is miniscule. Food Corporation of India (FCI), along with other state agencies undertakes procurement of wheat and paddy. As per the extant policy, the State Govemments & its agencies undertake procurement of coarse grains/millets at Minimum Suppo( Price (MSP) under Decentralized Procurement (DCP) system. The FCI does not undertake procurement ofcoarse grains. Year-u'ise and state-wise details ofquantity ofPaddy procured by FCI since Kharif Marketing Season (KMS) 2020-21 is at Annexure-I.Year-wise and state-wise detail of quantity of Wheat procured by FCI since Rabi Marketing Season (RMS) 2020-21 is at Annexure-Il. (b): Year-wise and state-wise details of estimates and actual procurement of Paddy (in terms of Rice) for Central Pool since KharilMarketing Season (KMS) 2020-21 is at Annexure-III. Year-wise and state-wise details of estimates and quantity of Wheat procured for Central Pool since Rabi Marketing Season (RMS) 2020-21 is at Annexure-IV. Year-wise and state-wise details of estimates and quantity of Coarse grains procured tbr Central Pool since Kharif Marketing Season (KMS) 2020-21 is at Annexure-V. (c) to (e): The estimates lor procurement of Paddy (in terms rice) are finalized by Govemment of India in consultation with State Governments and Food Corporation of India, before the commencement ofeach marketing season based upon estimated production, marketable surplus and agricultural crop pattem. Procurement in a State depends not only upon production but also upon other multiple factors like marketable surplus, MSP, prevailing market rate, demand & supply situation and participation ofprivate traders etc. The estimates for procurement of paddy in Bihar for KMS 2025-26 (Kharif) is 25 Lakh Metric Tons (LMT) [in terms of rice] against which 22.84 LMT have been procured, as on 19.03.2026. Upon request of the State Govemment, the period of procurement of paddy in Bihar during KMS 2025-26 (Khari| has been extended from 28.02.206 to 31.03.2026 and there is no further request in this regard.
