RAILWAY STATIONS IN ODISHA UNDER PPP MODEL
6153. SHRI SUKANTA KUMAR PANIGRAHI:
Will the Minister of RAILWAYS be pleased to state:
(a) the number of railway stations in Odisha identified for redevelopment
under the PPP model, the number where redevelopment work has
commenced/been completed and the timeline for completion of the
remaining projects;
(b) the number of passenger grievances registered from Odisha through the
Rail Madad platform, the percentage of complaints resolved and the
average time taken for their redressal, during the last three years, year-
wise;
(c) the number of railway stations in Odisha covered under the One Station
One Product (OSOP) scheme and the number of stalls allotted along
with the categories of local products being sold through these outlets;
and
(d) the number of applications received and approved for rail sidings in the
said State under the PM Gati Shakti, Rail Siding Policy along with the
number of sidings commissioned and the private investment mobilised
under the policy and if so, the details thereof?

(a) to (d): Ministry of Railways explored various models of development of
stations including Public Private Partnership (PPP). Suitability of a station
for PPP depends upon numbers of variable e.g. the cost of the project,
revenue stream available, station footfall, locality around the station,
connectivity with the city etc. So far, Rani Kamalapati station in Madhya
§ Page 1 of 6Pradesh has been developed and commissioned under PPP model.
Presently 15 nos. of stations have been identified for development on PPP
model. Out of these 15 stations, the bid for redevelopment of Vijayawada
station in Andhra Pradesh has been invited. The other 14 stations are at
various stages of master planning and financial modeling.
Ministry of Railways has launched Amrit Bharat Station Scheme for
redevelopment of stations with a long-term approach. So far, 1,338 stations
have been identified for development under the Amrit Bharat Station
Scheme, out of which 59 stations are located in Odisha. The names of
stations identified for development under Amrit Bharat Station Scheme in
Odisha are as following:-

Page 2 of 6Development works at railway stations under Amrit Bharat Station Scheme
in Odisha have been taken up at a good pace. Till now, works of 07 stations
(Cuttack, Baripada, Barpali, Bimlagarh, Kesinga, Parlakhemundi, Talcher) in
Odisha have been completed under this scheme. The activities for
development at other stations have also been taken up at good pace and
progress of some of the stations located in Odisha is as given below:-
Bhubaneswar station: The structural works of new station building at
east and west side and air concourse have been completed. The
structural works of elevated driveway at east and west side station,
extension of foot over bridge and platform shelter have been taken up.
The finishing works of new station building at east and west side,
works of MEP (Mechanical, Electrical and Plumbing), HVAC (Heating,
Ventilation and Air Conditioning) and escalators have been taken up.
Puri station: The structural work of station building has been
completed. The works of finishing of station building, platform up-
gradation and boundary wall have been taken up.
Badampahar station: The works of platform extension and surfacing
have been completed. The works of new station building, toilet block,
circulating area, parking, drinking water booth and entry/exit have
been taken up.
Jaroli station: The works of new waiting hall cum booking counter,
toilets, approach road, circulating area and parking have been taken
up.
Panposh Station: The works of new station building, approach road,
circulating area and entry/exit gate have been taken up.
Rajgangpur station: The works of new station building and platform
surfacing have been taken up.
Page 3 of 6Amrit Bharat Station Scheme involves preparation of master plans and their
implementation in phases to improve the stations. The master planning,
keeping in view the necessity at each station includes:
• Improvement of access to station and circulating areas
• Integration of station with both sides of city
• Improvement of station building
• Improvement of waiting halls, toilets, sitting arrangement, water
booths
• Provision of wider foot over bridge/air concourse commensurate with
passenger traffic
• Provision of lift/escalators/ramp
• Improvement /Provision of platform surface and cover over platforms
• Provision of kiosks for local products through schemes like ‘One
Station One Product’
• Parking areas, Multimodal integration
• Amenities for Divyangjans
• Better passenger information systems
• Provision of executive lounges, nominated spaces for business
meetings, landscaping, etc.
The scheme also envisages sustainable and environment friendly solutions,
provision of ballastless tracks etc. as per necessity, phasing and feasibility
and creation of city centre at the station in the long term.
Development / redevelopment / upgradation / modernisation of stations on
Indian Railways is a continuous and ongoing process and works in this
regard are undertaken as per requirement, subject to inter-se priority and
availability of funds and are carried out based on category of
station/condition/traffic handled etc.
Further, development/redevelopment/upgradation of Railway Stations is
complex in nature involving safety of passengers & trains and requires
Page 4 of 6various statutory clearances such as fire clearance, heritage, tree cutting,
airport clearance etc. The progress also gets affected due to brown field
related challenges such as shifting of utilities, (involving water/sewage
lines, optical fiber cables, gas pipe lines, power/signal cables etc.)
infringements, operation of trains without hindering passenger movement,
speed restrictions due to works carried out in close proximity of high
voltage power lines etc. and these factors affect the completion time.
Therefore, no time frame can be indicated at this stage.
Rail Madad
Rail Madad is Indian Railways grievance redressed mechanism that
provides passengers an integrated platform for grievances, assistance and
inquiry. In Rail Madad passengers can seek redressal through multiple
channels such as Helpline numnber-139, Rail Madad, Web, App and SMS.
Rail Madad also allows passengers to share feedback on the resolution of
their grievances.
One Station One Product
'One Station One Product' (OSOP) scheme is a scheme of Ministry of
Railways with the objective to promote "Vocal for Local' vision of the
Government of India, provide a market for indigenous products and
opportunities to railway passengers to experience the rich heritage of India
and to buy local/indigenous products. Under this scheme, Indian Railways
provide OSOP outlets (fixed stalls/ portable trolleys) at railway stations
across the country for showcasing, selling and giving high visibility to
indigenous/local products. The product categories under this scheme
include Handicrafts/Artefacts, Textiles and Handlooms, Traditional
Garments and Local agricultural products/Processed/semi processed foods.
As on 28.02.2026, a total of 55 OSOP outlets were operational at 45
stations in the state of Odisha. The local products of Odisha being sold
Page 5 of 6through these units include Tribal art, Jute products, coir & handmade
products, Khurda ghumchha, lungi and balakati Brass, Bamboo products,
Pattachitra & Pipili Applique, Sambalpuri Sarees & Garments etc.
Gati Shakti Cargo Terminal
In order to boost investment from industry in development of additional
terminals for handling rail cargos, 'Gati Shakti Multi-Modal Cargo Terminal
(GCT) policy has been launched. The Gati Shakti Cargo Terminals (GCTs)
are being developed by private players, and can be developed on non-
Railway land or fully partially on Railway land. The location of GCTs is
being decided on the basis of demand from industry and potential of Cargo
traffic. So far, 128 GCTS have been commissioned (includes 10 in Odisha)
and further, In-principle approval (IPAs) for 292 more GCT locations
(includes 35 locations in Odisha) have already been approved.
Under the Gati Shakti Multi Model Cargo Terminal (GCT) scheme, so far
approximately ₹9183 Crores private investment has been mobilised from
the 128 commissioned GCTs.
