Executive Summary:
The Ministry of Panchayati Raj is implementing the Rashtriya Gram Swaraj Abhiyan (RGSA) to strengthen Panchayati Raj Institutions (PRIs) across India. The RGSA focuses on capacity building through training, infrastructure support, and promoting e-governance. (c) the manner by which the RGSAhas enhanced governance and delivery of public services
at the grassroots levelinrural areasof the countryduring the said period,State-wise;
(d) the impact of the implementation of RGSA in improving infrastructure and service
deliveryinrural areasduring the said period,State-wise; and
(e) the progress made under RGSA in promoting participation of women and marginalized

(a) & (e) Ministry is implementing Revamped Centrally Sponsored Scheme of Rashtriya Gram
SwarajAbhiyan(RGSA) w.e.f.financial year2022-23 inStates/UTsincluding Gujarat with main
objective of capacitating Panchayati Raj institutions (PRIs) through imparting training to the
Elected Representatives (ERs), functionaries and other stakeholders to develop their governance
capabilities for leadership roles to enable the Panchayats to function effectively. Apart from
training, under RGSA, Ministry also providessupport to the States/ UTs to establish institutional
mechanism for the Capacity Building & Training and to create Panchayat infrastructure like
Gram Panchayat Bhawan, Computer and Co-location of Common Service Centres (CSCs) in
Gram Panchayat Bhawan on limited scale mainly for North Eastern, Hilly and difficult areas.
RGSA is being implemented across all States and Union Territories, including in Madhya
Pradesh.
Under the RGSA scheme, during the financial year 2024-25, a total of 35,54,942participants
including 19,86,912 women were provided training in States/UTs.90,368participants from
Gujarat including women and marginalized communities were provided training. As per the
information available on Training Management Portal (TMP), participants trained State-wise
underRGSAareatAnnexure-I.
The Ministry, with its limited resources under RGSA, attempted saturation approach for
supporting computerization Gram Panchayat. Accordingly, during 2024–25 special efforts were
1taken for the Gram panchayats having their own building and approved 22,164 computers to
different States/UTs, apart from 30,398 computers already approved under the scheme to
States/UTs, including Gujarat. Details of computers approved under the scheme, State/UT-wise
includingGujarat isattached at Annexure-II.
Additionally, 7,730 Panchayat Bhawan constructions were approvedfor States/UTs, with
412inGujarat.State-wise detailsofPanchayatBhawan constructions approvedunderthe scheme,
is attached at Annexure-III. Furthermore,10,345 Common Service Centers (CSC) co-locations
inGram PanchayatBhawanswere approvedacross States/UTs,including 412inGujarat.
(b) Under revamped scheme of RGSA, Ministry provides support for capacity building and
training of elected representatives, functionaries and other stakeholders of Panchayats in
different categories viz. basic orientation and refresher training, thematic training, specialized
training, Panchayat Development Plan (PDP) training, etc. Apart from different training,
Ministry also supports for exposure visits, developmentof trainingmodules andmaterials,etc.In
addition, a new initiative has been taken for capacity building and training of elected
representatives andfunctionaries of Panchayats through institutes of excellence such as IIMs and
IRMAunderLeadership/Management DevelopmentProgram(MDP).
(c ) & (d) Under the RGSA scheme, various initiatives have been taken to enhance service
delivery and administrative efficiency in Panchayats across States. These include support for the
construction of Gram PanchayatBhawans with essential civic amenities, with focus on the North
EasternStates,toprovide a functionalspace for governance andpublic service.
Additionally,the Ministryisimplementingthe e-PanchayatMissionModeProject(MMP)
under RGSA, which has significantly enhanced transparency, efficiency, and governance at the
grassroots level. The eGramSwaraj application, developed as part of the e-Panchayat MMP, has
facilitated digital planning, accounting, monitoring, and online payments at the Panchayat level.
The integration of eGramSwaraj with the Public Financial Management System (PFMS) enables
real-time payments to vendors and service providers, ensuring seamless fund flow and reducing
delays. In FY 2024-25, a total of 2.55 lakh Gram Panchayats across the country uploaded their
Gram Panchayat Development Plans (GPDPs), and over ₹61,000 crore was transferred through
the eGramSwaraj-PFMS interface. The State-wise adoption status of eGramSwaraj for the XV
FinanceCommission isprovided at Annexure-IV.
The Ministry has also integrated eGramSwaraj with the Government e-Marketplace
(GeM) to bring transparency to Panchayat procurement. This integration allows Panchayats to
procure goods and services through GeM via the eGramSwaraj platform, promoting the “Vocal
for Local” initiative. Further, applications developed by the Ministry like Meri Panchayat have
endeavored to bring transparency in Panchayat Governance by making information on planning,
activities and progress of works in Panchayat accessible to public. For instance, Panchayat
NIRNAY is an online application which aims to bring transparency and better management in
conductof Gram SabhasbyPanchayats.
Furthermore, to ensure ease of living and quality of life in rural areas of the country, the
Ministry is supporting the States in co-location of Common Services Centres (CSCs) within
Gram Panchayat Bhawans and is being implemented in convergence with the Ministry of

equippedtooffer a wide range of e-governanceservices torural citizens at theirdoor steps.
