GOVERNMENTOF INDIA MINISTRYOF PANCHAYATI RAJ RAJYASABHA UNSTARREDQUESTION NO. 2969 ANSWEREDON 18/03/2026 RASHTRIYAGRAM SWARAJ ABHIYAN(RGSA) 2969#SHRIAMAR PALMAURYA: SHRIRYAGAKRISHNAIAH: Will the Minister of PANCHAYATIRAJ be pleased to state: (a) the State-wise/UT-wise details of funds released, utilized and pending under Rashtriya Gram Swaraj Abhiyan (RGSA) during financial year2025–26; (b) the details of Gram Panchayat Bhawans and computers approved under RGSA during 2025–26andtheircurrent status of completion; (c) the monitoring mechanism in place to ensure effective utilisation of RGSA funds by States/UTs; (d) the extent of adoption of eGram Swaraj and Public Financial Management System (PFMS) integrationfor transparent fund flow at the Panchayatlevel; (e) whether third-party evaluation findings of revamped RGSA have led to any policy modifications; and (f) if so, the detailsthereof? ANSWER THE MINISTER OF PANCHAYATI RAJ (SHRIRAJIVRANJAN SINGH ALIAS LALAN SINGH) (a) The State/UT-wise details of funds allocated, released, and utilised under the Revamped Rashtriya Gram Swaraj Abhiyan (RGSA) during FY 2025-26 are at Annexure-I. District-wise data isnotmaintainedcentrally. (b) Panchayat, being “Local Government”, is a State subject and part of the State list of the Seventh Schedule of the Constitution of India. Thus, the primary responsibility of providing dedicated office infrastructure for Gram Panchayats and internet connectivity in Panchayats lies with States/UTs. The States/ UTs have to ensure that the Gram Panchayat Bhawan is available and functional, with provisions such as public seating, space for Gram Sabha meetings, information walls, multifunctional rooms, etc., to support effective governance and community use. However, under the Centrally Sponsored Scheme of Revamped Rashtriya Gram Swaraj Abhiyan (RGSA), the Ministry supplements the efforts of States/UTs in building Panchayat 1infrastructure and Computers and peripherals, at a limited scale, with particular focus on the North Eastern States. The details of Gram Panchayat Bhawans and computers approved under RGSAduring 2025–26 andtheircurrent statusisat Annexure-II.District-wisedata isnot maintainedcentrally. (c) The implementation of the scheme is closely monitored through various mechanisms, such as meetings, video conferences with State officials, and field visits by senior officers. The Central Empowered Committee of the Rashtriya Gram Swaraj Abhiyan (RGSA), while approving a State'sAnnualActionPlan,considerstheprogressofschemeimplementationandfundutilization. States and Union Territories are consistently reminded to submit the requisite documents, including Utilization Certificates and Auditor's Reports, in compliance with the Ministry of Finance instructions to regulate fund releases. Fund releases and expenditure under RGSA are tracked through the Public Financial Management System (PFMS). States/UTs also submit quarterlyandannualprogressreports. Inaddition,the TrainingManagementPortal(TMP)hasbeenput inplace tomonitorthereal-time progress of trainingsconducted byStates/UTs underthe scheme,therebyenhancing transparency andaccountability (d) Under the RevampedRashtriya Gram SwarajAbhiyan (RGSA), the Ministry isimplementing the e-Panchayat Mission Mode Project (MMP) to promote transparency, accountability, and efficiency in Panchayat functioning. The eGramSwaraj application supports digital planning, accounting, monitoring, and online payments, and its integration with the Public Financial Management System (PFMS) has enabled streamlined fund flows, with more than Rs. 52,161 crore transferred during FY 2025-26 and 2,54,604 (96.36%) Gram Panchayats uploading their Gram Panchayat Development Plans (GPDPs). To further enhance transparency, eGramSwaraj has been integrated with the Government e-Marketplace (GeM), while citizen-centric applicationssuchasMeriPanchayat,PanchayatNIRNAY,andAuditOnline providepublic access to Panchayat information and facilitate online audits, including of Central Finance Commission grants. (e) and (f) To assess the effectiveness and to propose the corrective measures to strengthen Panchayati Raj Institutions, an external evaluation of the Revamped RGSAhas been undertaken through the Institute of Rural Management, Anand (IRMA). In addition, NITI Aayog has commissioned an independent assessment of RGSA to provide complementary evidence on outcomes. The evaluations indicatethat the scheme’sstructured, multi-layered capacity-building, combining classroom/thematic modules, exposure visits, and digital learning, has enhanced PRI capacities in Panchayat operations, planning, and implementation (including GPDP), digital governance, citizen engagement, and financial management.
