(a) the schemes/plans proposed to institutionalise excellence in service through the
Rashtriya Karmayogi Jan Seva Programme;
(b) the schemes/plans proposed to expand the scope of Mission Karmayogi in the AYUSH
sector;
(c) the steps taken by the Government to strengthen the capacity and accountability of the
workforce in traditional medicine sector; and
(d) whether fund/budget and resources allocated for the said Mission are being utilised in
the proper manner and if so the details thereof?ANSWER

(a) and (b) As far as Ministry of Ayush is concerned, no such proposal is formulated in the
Ministry of Ayush to institutionalize the service excellence in the Ayush sector through the
Rashtriya Karmayogi Jan Seva Programme. However, the Ministry of Ayush implements the
Rashtriya Karmyogi Jan Seva Programme as per the instructions issued by the Capacity
Building Commission (CBC), Department of Personnel and Training (DoPT) from time to
time. Furthermore, as per CBC’s instructions, the Ministry of Ayush organized Four short
training sessions to train officials of the Ministry. These sessions focused on fostering Seva
Bhav and accountability. The program encouraged reflective discussions, team work and
collaborating problem solving. Participants shared insight on the benefits of Karmayogi
approach and developing an attitude of service with accountability and responsiveness.
(c) The steps taken to strengthen the capacity and accountability of the workforce of the
traditional medicine sector by Ministry of Ayush are as under:
• The National Commission for Indian System of Medicine (NCISM), National
Commission for Homoeopathy (NCH) and Research Councils/ National Institutes
under the Ministry of Ayush took various measures to improve the quality of
education and training in Ayurveda, Siddha, Unani, Sowa Rigpa & Homoeopathy
Medical Colleges and institutions in the country.
• NCISM has entered into a Memorandum of Understanding (MoU) with National
Institute of Educational Planning and Administration (NIEPA) to provide capacity
development through a need-based training program for the principals of Ayurveda,
Siddha, Unani and Sowa Rigpa Colleges working under the administrative control
of NCISM and to improve the strengthening support and co-ordination of the
principals.
• NCH has envisioned raising competencies and skills of teaching faculties in
alignment with modern understanding with a regular update vis-à-vis technological
advancement.• The Ministry of Ayush is implementing a Central Sector Scheme namely Ayurgyan
Scheme since 2021-22 having a component of ‘Capacity Building & Continuing
Medical Education in Ayush’ to support the eligible organizations across the country
for training & capacity building program in the field of Ayush with the aim to
encourage Ayush personnel to undergo need-based professional training and bridge
the knowledge gaps.
• Pharmacopoeia Commission for Indian Medicine & Homoeopathy (PCIM&H) is
imparting Capacity Building training to the Ayurveda, Siddha, Unani and
Homoeopathy Drug Regulatory Authorities, State Licensing Authorities, Drug
Testing Laboratories (Drug Analysts), and other stakeholders on laboratory
techniques and methods used to ascertain/analyse the quality of Ayurveda, Siddha,
Unani and Homoeopathic drugs.
• Ministry of Ayush has implemented a Central Sector Scheme Ayush Oushadhi
Gunavatta Evam Uttpadan Samvardhan Yojana (AOGUSY) with financial outlay of
Rs. 122.00 crores for five years. The Scheme has a component of “Operational
Guidelines Strengthening Of Central And State Ayush Drug Regulatory Frameworks
Including Technical Human Resource & Capacity Building Programs For Ayush
Drugs”.
(d) No fund/budget allocated for the said Mission from the Ministry of Ayush.
