RECOVERY OF MONEY
655 SHRI ANIL KUMAR YADAV MANDADI:
Will the Minister of Communications be pleased to state:
(a) whether the misappropriated amount of ₹95.62 crore by fraudulent means from the holder of
Post Office Savings Bank has been recovered fully;
(b) if so, the details thereof and the details of action taken against fraudsters who involved in
misappropriation belonging to various postal circles across the country; and
(c) if not, the reasons therefor?

(a) to (c) As on date, more than ₹ 21.5 lakh crore is the balance maintained in the Post Office
Savings Bank and the amount of ₹95.62 crore has been misappropriated across 60 cases. Recovery is
carried out in accordance with the extant guidelines after detailed enquiry, including identification of
the principal/subsidiary offenders. As of November 2025, ₹ 22.21 crore has been recovered as per the
extant rules. In addition to identification of principal/subsidiary offenders and initiation of recovery,
disciplinary proceedings under the provisions of Central Civil Services (Classification, Control and
Appeal) Rules, 1965, Central Civil Services (Pension) Rules, 2021 and Gramin Dak Sevak (Conduct
and Engagement) Rules, 2020 are initiated against the main offender, co-offenders involved in the
commission of the misappropriation, as well as subsidiary offenders who failed to ensure
implementation of the prescribed internal checks for prevention of fraudulent activities. As per the
gravity of offence, appropriate actions are taken in the cases where the mis- appropriation is identified
viz., dismissal or removal from service, compulsory retirement, recovery from pay, withholding
increments of pay, reduction to a lower stage in the timescale of pay, withholding of promotion,
censure and withholding pensionary benefits as per extant rules.
