Recruitment of AYUSH Doctors

Will the Minister of AYUSH be pleased to state:
(a) whether the Government is aware of the inordinate delay and repeated cancellation of
interviews in the recruitment of AYUSH doctors under the National AYUSH Mission
in Uttar Pradesh, if so, the details thereof;
(b) whether the salaries of AYUSH doctors working on contract basis are very low as
compared to other medical officers, if so, the details thereof;
(c) whether the Union Government has intervened to stop the 'mental exploitation' being
faced by them, if so, the details thereof;
(d) whether the OBC, SC and ST reservation rules are being violated in these
recruitments and whether the Union Government has received any complaint against,
if so, the details thereof; and
(e) whether the Government issue is likely to instructions to the State regarding time
bound filling up of these vacancies on permanent basis keeping in view the
deteriorating condition of medical services in rural areas of Uttar Pradesh and if so,
the details thereof?

(a) to (c) Ministry of Ayush is implementing Centrally Sponsored Schemes of National
Ayush Mission (NAM) through State Government and accordingly, the primary
responsibility of recruitment, disbursement of salaries and fixing of role & responsibility of
Ayush Doctors in Uttar Pradesh lies with respective State Government. State Government
of Uttar Pradesh has informed that Ayush doctors under the NAM are being engaged on a
contractual basis and remuneration is being paid as per prevalent market rates in State and
further appraised that there is no delay or cancellation of interviews.
The State Government has also highlighted that they maintains a policy of “Zero
Tolerance” towards any form of harassment. No formal evidence indicating systemic “mental
1exploitation” has been recorded by the State Government so far. However, district-level
officials have been sensitized from time to time to promote a professional and conducive
work environment. The State Government has further stated that they are committed to
ensure fair and transparent working conditions for Ayush doctors by continuous monitoring
and evaluation. Further, Grievance redressal mechanisms are in place at the State and
National levels through different platforms and representations received are examined and
addressed as per established procedures.
(d) Recruitment under NAM in Uttar Pradesh is carried out in accordance with
constitutional and State reservation policies for OBC, SC, and ST categories. Complaints, if
any, are examined on a case-to-case basis and appropriate action is taken.
(e) Public Health being a state subject, recruitment to permanent posts falls under the
preview of the respective State/UT Governments including Uttar Pradesh. The Union
Government, through NAM, regularly advises States to ensure adequate availability of
human resources, especially in rural areas. The State Government informed that, they are
taking steps to improve service delivery by filling vacancies in a time-bound manner and
strengthening Ayush healthcare infrastructure.
